F. R. SANDFORD, Notice No. 1,856.

Secretary, Poor Law Union of Malling .

The 1870 Education Act was enacted during William Gladstone's first period as Prime Minister. Many saw Prussian victory over France in 1870 as the result of superior Prussian organised education. Its aim was "to complete the current voluntary system, to fill up the gaps, sparing the public money..."(W.E. Forster). For a time the voluntary sector could apply for building grants which many did.
