Harris Fragment Bible

The Harris fragments, found in the 1950's, said the Apostle John passed all the scriptures to Polycarp before his death.

This proves the Catholic body did not give the scriptures in the councils.

Polycarp also quoted from every single New Testament book in his writings, proving the church had the scriptures before the councils.

This would not imply John did this only with Polycarp, but did this with all Elders he worked with. He would make sure the Elders he worked with knew the list of scriptures before he died. Paul likely did the same when he asked Timothy to bring Mark and parchments. All came together to Paul with the books in their presence.

2Ti 4:13  The cloak that I left at Troas, with Carpus, when thou comest, bring with thee: and the books, especially the parchments.

Remember the New Testament Gospels were called books in Matthew 1 and Rev. 22.

Troas was actually a region and not necessarily a city. There was a city named Troas.

It shows the parchments were available in the region of Asia, where John could pass them to Polycarp.

Smyrna, the city of Polycarp, was between Troas and Ephesus, would have had knowledge of the parchments and had time to make their own copies.
