Meeting called to order at 6:30 pm by the Chair, Carole Ockert at the Lake Oswego Public Library.

City Councilor Theresa Kohlhoff

City Councilor Theresa Kohlhoff spoke with the board to solicit areas of concern. These included:

· The disconnect between the Tree Code and the Development Code where the Development Code trumps the Tree Code effectively rendering it ineffective.

· Neighborhood Associations having to pay for Tree Code appeals

· Lot line issues with infill redevelopment and its effect on the unnecessary removal of trees.

· Use of electric/battery landscaping equipment in place of gas powered.

2019 Annual Meeting

Last minute items were discussed. Kathleen Wiens will be handling the refreshments. Individuals interested in serving on the Board for 2020 should contact the Chair with their intentions.

Tree Subcommittee Report

Sharon Gustafson, Tree subcommittee Chair reported the following tree permit activity:

Pending Tree Removal Permits:

· 499-19-04256 - 515 5th St. - 25” Maple and 52” & 61” Douglas Firs

· 499-19-04277 - 639 2nd St. - 57.5” Douglas Fir

· Miles Haladay moved and Sharon Gustafson seconded a motion to ask the City to obtain more information from the applicant i.e. arborist report. Motion carried.

Update on appeal to remove 54” Douglas Fir at 534 D Ave.

· Tonight the DRC is considering re-opening the hearing, after receiving a request by the applicant so they can present further findings.

· During their Aug. 7, 2019 meeting the DRC denied removal.

Crabapple tree in the traffic circle at 4th St. & C Ave.

· The public works dept. pruned this tree in a lopsided fashion due to truck-driver complaints. A neighbor complained, and we will follow up with the City.

Emergency Prep Subcommittee Report

FANFH was awarded an NEP grant for $1,542 to be used for program planning costs primarily printing. The program kickoff meeting is scheduled for 7 pm on Thursday October 17th at the ACC. Posters will be printed and put up around the neighborhood by the Wiens after the Annual Meeting in September.

Builder’s Focus Group on Code Updates

Carole reporting that Jim Bolland represented FANFH as a “silent” observer. Jim did speak throughout the focus group meeting carrying forward the Coordinating Committee perspective from our meeting with Johana Hastay and Ellen Davis. Jim noted there seemed to be alignment with the FANFH perspective on several items discussed. He will report further at our next Coord. Committee mtg.
