February 2018 Committee Meeting Minutes

Meeting called to order at 6:46 pm by the Chair. Meeting location had to change as there was no access to Forest Hills Elementary School that had been reserved for the meeting.

Historic Johnson Barn at 490 G

MaryLou Colver of the Lake Oswego Preservation Society updated the board on recent information she has received regarding this historic structure. She has been trying to confirm rumors that the Lake Oswego Rotary has proposed as a project, to relocate the Johnson Barn to Luscher Farms. Such a plan does not conform to the stipulations associated with the approvals for the infill construction on that property and is not in compliance with the historic designation of this property. The Lake Oswego Preservation Society is planning on following up on these rumors and will come out against any effort to not restore this structure at 490 G street. Jim Bolland moved and Suzanne Weckel seconded a motion “The FANFH Board supports the Lake Oswego Preservation Society to pursue retention of the Johnson Barn at the present location.” Motion carried unanimously.

FANFH Coordinating Committee meeting night and location

After discussion, the Board unanimously agreed to change the FANFH Coordinating Committee meeting night and location to the 2nd Thursday of the month at 6:30 pm at the Lake Oswego main library.

3rd and B Project

The Staff Report has been issued and, with regard to the requested variances, there were no substantive changes from the information presented to the Board at the January 2018 meeting. Jim Bollard moved and Dennis O’Neal seconded a motion “The FANFH Board will support the 3rd and B Project at the DRC.” Motion carried unanimously.

Letter on Alley Conditions post Builder Use.

A revised draft (attached) of a letter prepared by David Rudawitz was reviewed. This letter asks the City to work with builders to return alleys to their pre-construction condition (or better) after construction. This was in response to the significant damage being incurred by alleys in First Addition due to the high level of infill construction. The Board, by unanimous constant, approved sending this letter to the City Council distribution, the City Manager and the Public Works Director.

Stafford Grove Bench

Kathleen Wiens circulated several examples of possible stone benches, one of which could be requested for the Stafford Grove and funded from the Neighborhood Grant program. Kathleen will continue researching and will have a recommendation at the March meeting.

Tree Subcommittee Report

There is only one open permit at this time (on 8th Street). The appeal for 768 7th has been extended to 2/20/18 (6 pm). It was suggested that a speaker on tree health and maintenance would be a good topic for the next annual meeting.

2018 Code Updates for FAN

Nothing new at this time. Will be discussed at future meetings

D Avenue Project

There was a new OpEd in the Review that was authored by City officials. It was discussed that this OpEd had substantial errors of fact regarding FAN concerns and support for this project.

Treasurer’s Report

    • $141.50 in the treasury

    • Upcoming expenses (total of $90):

        • State of Oregon Corporation Fee $50

        • Oregon Department of Justice Charity annual registration fee $20

    • Dennis O’Neal advised that FANFH was a 501 (c)4 organization and, as such, donations are not tax deductible.
