Committee Meeting Minutes

Committee members present: J. Boland, D. Condra, M. Meneghin, C. Ockert, D. O’Neil, D. Rudawitz, L. Rudawitz.

Committee members absent: C. Clee, S. Gustafson, A. Harris, D. Hennesse, J. Hennesse, D. Lowe, G. Lowe, M. Monto, K. Ockert, J. Radich.

Visitors: Michael Buck, Suzanne Meckel, Heather Beck, John Wendland, and Randy Miller.

Meeting called to order by Chair Carole Ockert at 6:35 pm.

Agenda

School District long range facilities plan. School District Superintendent Heather Beck, School Board member John Wendland and School District Executive Director of Project Management Randy Miller spoke about the Facility Condition Assessment that has been completed and the goal to create a 25 year facilities plan with periodic rolling updates, and the process involved.

The School District is asking for public input through the website losd.thoughtexchange.com/invitation. Input will be analyzed by the end of March.

Tree report. The lot at 3rd and D is being partitioned and there is a request to remove 3 trees, including two very large cedars.

At 755 5th Street a large chestnut tree was removed at the request of the city which considered it hazardous. S. Meckel shared photos of several cross sections of the trunk. No sign of rot or damage was visible.

At 876 9th Street at F Avenue the developer Everett Homes cut the lateral roots of the two large firs which will kill the trees. They now have permission to remove them and they have been fined about $14,000. The fine should be challenged as being too low for this infraction.

Mike Buck reported on the progress of the city’s ad hoc tree committee work developing proposed revisions to the city’s tree code.

4th Street Townhomes. The 6 townhomes on three lots between B and C Avenues, in the center of the block, across from the Post Office and Rossman Park have been approved by the city’s Development Review Commission.

East End Redevelopment Plan update. The City Council approved $30,000 to review the East End Redevelopment Plan and is putting together a group to help with the revision. This will be followed with a public process.

Treasurer's report. D. O’Neil reported we have a balance of $331.11.

Annual Meeting planning. The North Shore Neighborhood Association prefers to use the Adult Community Center and suggested using separate rooms for the business portions of our annual meetings and joining together later for the joint program about earthquakes.

The annual meeting includes election of officers and Coordination Committee members.

March meeting agenda. The March meeting with the Evergreen Neighborhood will be at the Catholic school on the upper floor. Topics proposed are: trees, notifying neighbors of pending home demolition, update on the North Anchor project.

Other Items.

Some neighbors have heard about or received notice that Terwilliger Boulevard, from SW Powers Court (near the Iron Mountain Trail parking area) to Highway 43, will be closed for about a year starting in the fall of 2016.
