June 2020 committee meeting minutes

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson. This meeting was held on Zoom. Notices were posted with invitations for the public to participate.

Introduction: Motion to approve May meeting minutes made by KW and seconded by CO. Approved unanimously.

Presentations

· FAN/FH Paving Project. Stephan Broadus.

· The City is starting a project to recondition the street pavements in the FAN and Forest Hills areas.

o First phase has started. Repairs to sanitary sewer lines in designated streets ahead of the re-paving work, replacement of some storm water catch basins and patch repairs to streets that will be slurry sealed.

o July-Aug; Crack and Slurry seals to designated streets. This will slow the deterioration of the pavement. Fairly quick process for each street but will require parking and travel restrictions of about 24 hours for application and curing time.

o Late July to October; Rehabilitation and replacement of paving. This will involve grinding down 3-5 inches of existing pavement and then re-paving the designated streets (mostly in the FAN grid). Will require parking and travel restrictions. The grinding process will be very noisy!

§ Other notes:

· Affected residents will receive 48-72 hours’ notice of the work on their street. Important that they park cars elsewhere

· Paving will be limited to existing dimensions and there will be no added paving or sidewalks to this project

· Installation of ADA ramps are required to be installed for existing curbed corners

· Garbage pickup dates will be incorporated and considered in the schedules.

Subcommittee Reports

· Tree Subcommittee – SG

o 7th and E Streets; large Black Locust tree cut down with no permit. Is considered invasive but crews are still required to get and possess a permit

o 381 9th St; Permit application to cut down 3 large trees- on hold

o 915 B Ave; Permit to remove a large Fir was approved pending approval of building permit

o 1111 Bay Berry; Developer wants permit to remove 6 trees without submitting a site plan.

o 7th and D Streets; Permit application to remove a Plum and Cypress

o 767 10th St; Permit to remove 3 large Firs denied, no appeal

· Treasurers Report- DO; No report, Dennis was absent for the meeting

· Emergency Prep; KW and JW;

o DR working on printing costs with City to figure out the NEP grant proposal

o NEP grant announcement may come out in July

Updates

· R6 code graphics; CO

o Graphics used in R6 codes have been revised/approved per the recommendations of this board and other input.

· Co-Housing designation; CO

o CO submitted letter to staff, per approval from last meeting, detailing our concern at the lack of process in creating a new form of multi-resident housing they are calling “co-housing” where several bedroom units share a common kitchen and living area. This was proposed on a pre-application for a potential development at 5th and B Streets.

o Staff advised the applicant that they could proceed but the applicant has pulled away from that concept.

· North Anchor; CO

o CO spoke with the new developer for the North Anchor project and has invited her and team to present at the July board meeting about their plans

· Gateway Art Project; CO

o Meeting held with the artist and team regarding new sculpture at State and Terwilliger. Team is sensitive to resident needs concerning lighting at night and also to our requires that they try to mitigate tree removals on-site

· Urban Forestry; KW

o The Oswego Watershed Council is looking at starting an Urban Forestry Committee that will focus on the benefits of our urban forest, and be an educational support. The goal is to include a resident from each neighborhood to be included in this committee and someone to head a tree subcommittee in each neighborhood to look at Pending Tree Removal Applications. The Urban Forestry Committee would be a resource and help for the tree subcommittees. Kat Maloney, from the Oswego Watershed Council, is heading this effort.

· Seasonal Covered Enclosures for Restaurants; CO

o June 8th the Planning Commission will hold a work session to consider a request by local restaurant owners for covered outdoor seating Fall-Winter-Spring.

o The request is to streamline the current pathway for this allowance

o City has decided that covered seating does not extend the parking requirements for the business

Pre-Apps

· None

New Business

· City Parks/ACC; KW, SG, MD

o Group met with reps from the City and ACC regarding removal of invasive species from the ACC grounds and also in helping out with the raised beds for growing food plants.

o City expressed interest but is constrained by COVID issues for volunteers

· HB 2001; CO

o A state committee of consultants, staff and stakeholders (DLCD) is forming the State default plan for cities to follow in implementing the new HB 2001 “middle housing” requirements

o CO sat in on a meeting Monday morning and noted the following:

§ The DLCD has already formulated the template for “medium” sized cities and is using those same concepts for “large” cities

§ LO is considered a “large” city

§ Any lot in any city can now have a duplex built on it, regardless of previous zoning

§ Any lot that can meet the standard set-backs can now have a Tri-plex or Quadra-plex structure built on it regardless of previous zoning

§ The committee is still discussing:

· Parking requirements for tri and quadra plex units

· What will constitute “standard set-backs”

· Minimum width for townhouses

· Citizen input will not be considered for at least the next 12 months, just prior to finalization of the new template codes

· The new template codes will prevail over any existing City comprehensive plans or Neighborhood plans
