March 2021 Meeting Minutes

Attendance

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Introductions of attending board members to guests.

Approval of last meetings minutes:

Motion: K. Wiens second: J. Bolland

Board Vote: 9-0 approved.

Presentations

· North Anchor updates. Sarah Zahn Urban Development Partners and Hacker Architect Group:

o UDP has resumed designs and expects to submit land use paperwork by April-May of this year.

o New hotel operator is Mosaic Group, CA based.

o Parcels B and C (Middle and East along State Street parcels) updates:

§ 75 apartment units with 75 parking spaces (some utilizing “puzzle stacking”)

§ Retail frontage along B Ave

§ Lobby of parcel C on State St.

§ Will ask for variance on parcel B for additional story and stay within 60 ft height limit (All for 5 stories total including a daylight parking garage).

§ No parking variances planned, may incorporate mechanical “puzzle stackers”

o Parcel A (west parcel along B Ave) updates:

§ 65 unit hotel with restaurant and meeting space

§ 65 parking spaces (using puzzle stacker)

§ Layout was put together morning of the presentation and is still in development

§ Parking will come off the alley from B Ave

§ Deliveries to come off B into 10’ by 40’ loading area

§ Guest pull up zone on B, valet parking in the parking garage

o C. Ockert and J. Bolland to meet with S. Zahn design team to discuss the variance and other issues related to neighbor concerns.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o Bryant NA says it will appeal the tree removals for the Gateway sculpture project on Terwilliger and State St. Our board has already approved the removal along with some re-plantings by the City. S. Gustafson and K. Wiens will meet to see what their issue is with this.

· Treasurers Report- Dennis O’Neill

o Spent $70 for State registration fee. Balance is $205.11

· Emergency Preparedness – Jeff Wiens

o J. Wiens and D. Rudawitz have secured a second location for an Emergency Prep supply cache at the Unity Church on 10 St and C Ave

o Other location is at the Beacon on 3rd St and B Ave

o Trying to get City approval for third site at the ACC

· Land Use- Carole Ockert

o D Ave condo project update:

§ Neighborhood meeting held by the developer and good turn-out from neighbors behind the project

§ Some concerns expressed about their view being blocked and excavation work.

§ Only variance request expected to relate to a retaining wall

§ C. Ockert and J. Bolland to meet with V. Lacey and any other concerned neighbor regarding their concerns with the project and walk them through FAN-FH board involvement.

Updates

· Tryon Creek State Park wildfire planning. D. O’Neill:

o Spoke to Tryon manager and Portland FD official

o There are plans in place for response should a fire start in the park and the who would respond, take command and bring in reinforcements from the State or other fire departments.

· Annual meeting update. S. Gustafson.

o To be held on Zoom platform April 22nd from 6:30 pm- 8:00 pm

o Mailing card being prepared by C. Ockert and K. Wiens and to be submitted to City by Monday, March 8th in order to be posted on time

o Meeting will include introductions of the current board, a brief history of the FAN neighborhood association and nominations for executive board members and board members per by-laws.

Pre-Apps

· C. Ockert and J. Bolland

o Hanna Building on 1st St adding a third floor in remodel, will bring building to 50 ft height, no variances expected.

o Andrews and Rye Road ADU construction (SE corner of the lot). No plans shown. No variance request.

o Library adding an awning on the north side staircase. CO raised concern and library will have further neighborhood conversation if a covered below ground staircase becomes a nighttime camping issue. Will also talk with neighborhood further if new lighting design for parking lot becomes a project in the future.
