AGENDA NOTES:

    1. 252 D Ave. R2 single lot, developers want to partition lot on the long side and build 2 townhomes. Asking for reduction of the front and rear setbacks from 10 to 8 ft. No site plan available to see yet. Committee: R2 setbacks are clear, no extenuating circumstances for the variance demonstrated. This request goes against all the criteria for a variance and the committee present unanimously opposes the builder request.

    2. Development on 4th and B across from Post Office, R0 zone rules. 3 lots proposed to house 12 units, 6 townhouses and 6 rentable apartments above the garages. R0 does not permit accessory dwellings. This housing type does not exist in code. “Clear and Objective” Standards were supposed to be applied but failed Staff because that would limit the development to 5 units. City Manager wants to place this into a new Multiple Dwelling code amendment once passed. Committee wants to oppose this new code amendment and building classification.

    3. 4th and C corner lot meeting w developer and builder. Two row houses on single lot and design makes it look like one home, looks good so far. Committee would like CO to write letter to developer to encourage de-construction rather than tear down.

    4. Oswego Veterinary Hospitality expanding 3rd and C St

    5. Review changes to new house on 4th and G St. Must change the design because of location of front door and fir tree. Moving house back approx. 7 feet.

    6. Home to be built on 10th and B Streets. Developer met w CO and is trying to save several large fir trees but needs to thin some out based on tree health per arborist. Will grind stumps slightly below grade to keep roots and not affect health of adjacent trees. Wants to take out one tree for the driveway in alley.

    7. LORA Facade Improvement Program. Suggestions for changes to awnings, paint color, etc. for selected structures in the East End downtown. The whole project cost is estimated at $100k. Board consensus is supportive of the projects as shown and voted to have CO write up a letter of support and follow up with City.

    8. Townhome project on 1st between C and D Streets. Follow up pre- App conference is being held w City and Developer that the FAN^FH NA is not invited to. There are issues that need to be addressed. Committee wants to see the process as this is another “clear and objective” case.

    9. North Anchor meeting w Brant and Sid, CO and MM regarding RFP to potential developers. Managed to get City to include our NA survey into the RFP. Has to be approved by City Manager.

    10. Neighborhood grant update: City has been positive about submittal of about $15k for a sculpture in the new Stafford Tree Grove park. Committee voted to proceed with the grant request. The vote was unanimous. CO to prepare FANFH letter of support to attach to grant.

    11. City is performing sidewalk work study session regarding who will take care of sidewalks.

    12. Tree committee updates:

o 886 9th Street permit for 54 inch fir on South side is in review by arborist due to comments.

o 468 9th Street development to take 4 of 5 trees out

o Forum held last weekend on City review of tree regulations
