April 2021 Board Minutes

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Introductions of attending board members to guests.

Approval of last meetings minutes:

Motion: J. Bolland second: S. Meckel Board Vote: Approved 10-0

Presentations

· Glen and Niki Leverich: RID application to their home at 940 Cumberland Road.

o Need a variance because 5 ft of their existing and planned garage sit inside the 25 ft front set back (as built in 1960).

o Will rotate garage entrance but still need the variance.

o Will remove about 50% of their existing driveway and add to home frontage.

o No trees will be removed

o Staff is reviewing the application and will issue a report. C. Ockert will review that and bring findings back to board for directions on how to proceed at the required DRC hearing.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 1047 Bayberry; application to remove leaning maple tree

o 1232 Andrews; application to remove 4 alders has been withdrawn

o 1011 Sher Lane; application to remove 27 inch maple is under City review

o 937 9th St; application to remove 19 inch black walnut for house project was approved

· Treasurers Report- Dennis O’Neill (no report)

· Emergency Preparedness – David Rudawitz/ Jeff Wiens

o Have set 3 emergency supplies boxes: Ironlight on 3rd St building (in underground parking area), New Thought Center for Spiritual Living Church on 10th and C Avenue (on west side of play area(New Thought Center for Spiritual Living Church on C Avenue). and Forest Hills School (by the dumpsters).

o Preparing the 2021 cycle NEP grant to complete supplies purchases

o Looking for Block Captains to help in coordinating neighborhood emergency prep plans and actions if needed. Contact karl.ockert@gmail.com if interested

· Land Use- Carole Ockert

o D Ave project updates:

§ Developer has submitted application plans to City for the project

§ Staff will report their findings and C. Ockert will review that and report back to the board for directions at the DRC hearing

§ V. Lacey expressed concern about excavation for the project so close to the Talisman condominiums. C. Ockert and J. Bolland suggested she contact the City engineering department and relay those concerns for any mitigation or monitoring steps.

o Neighborhood Chairs Committee (NCC) updates:

§ Planning commission will hear testimony on 4/26 regarding the status of the Short Term Rental (“Air BNB”) sunset clause which will occur July 17th. They will make their recommendation to the Council.

§ Motion made to make C. Ockert the FANFH representative at the NCC and S. Gustafson the alternate representative. Motion by: J. Bolland 2nd by: D. Rudawitz

Board Vote: Approved 10-0

Updates

· Annual Meeting planning:

o K. Ockert will set up the meeting in Zoom meeting mode this will include:

§ Invitation cards to FANFH residences and businesses will be sent out 4/8 by the City.

§ Interested people will see to contact K. Ockert at his gmail address

§ Registration requirement for name, address and whether 18 and over (per bylaws to vote).

§ There is a polling option to count the votes and issue a report.

New Business

· S. Gustafson reported that the Kohler home on 3rd Street is in the process of de-construction. Materials are being salvaged for reuse and a minimum will be sent to the landfill.

· J. Bolland brought up the new public-private waste water plant operation that the City has been studying. The City Council will hear further information on April 13th and give direction on whether to proceed on next steps. The cost of leaving the agreement with the selected design contractor (Epcor) could be as much as $4 million.
