November 2, 2016

Meeting called to order at 6:30 pm by the Chair.

City Council Actions

    • House demolition notice proposal was approved by the Council with a fine structure of $45-$1000. Notification of adjacent properties and visible signage.

Terwilliger closure update

    • Work will start at the end of November. The contractor has an incentive contract for early completion. There will be a closure of 2 (of the 4) lanes of State Street at the intersection with Terwilliger when they cut into the sewer line at that point.

Building and Development Related Activities

    • 4th and C Property (SW corner) Developer asked for a very significant package of variances. The DRC advised the developer to revise his request to the least amount of variances needed. A revised requested was submitted to the DRC and this was approved. Work to start February/March 2017.

    • Bayberry House (Blue one) - This will now be a side-by-side lot split

    • 555 G Street – Secondary dwelling unit/Accessory Structure to be built in the backyard was approved.

    • Post Office Property – City staffer Paul Espe assigned to bring the zoning map and Comprehensive Plan map into alignment. The downtown Post Office land is shown as General Commercial on the Comprehensive Plan map but not in the EC District Downtown Redevelopment District on the zoning map. Staff is planning on a process to remove the general commercial assignment.

Housekeeping Code Change work session for Council November 14

    • “House in a Hole” – Staff proposed changes to the procedure used to measure for setbacks which should not allow this situation to occur in the future.

    • “Skinny” Lot Rules – Skinny lots are 25 to 30 feet wide (160 or so deep) and had different rules than for a regular width lot. Zero lot line developments on regular width lots (2 houses = skinny lot) were allowed to follow these relaxed rules. This is proposed to be changed to require the normal lot width rules to apply.

    • “Townhouse Statues” in R2 DRDD – FAN supports retention of street trees, brick paving, Lake Oswego “styling”, material requirements and complex massing and roof forms. Requirements for statues and benches can be eliminated.

    • City Manager Wavier of Neighborhood Pre-Application Meeting – Proposed to allow the City Manager to waive neighborhood pre-app meetings under certain circumstances when requested by the developer. The Planning Commission seemed supportive or not allowing this waiver approval as currently written. City staff still wants waiver approval for actions such as fences and “city projects” (which is very vague). They also advise that even with the waiver there would be written notice and appeal action allowed. This will be reviewed by the City Council in March 2017.

    • Waiver of Appeal Fee – Proposed requirement the neighborhood associations would require proof of a quorum supported vote. The City Attorney advised that the neighborhood associations would be required to follow their bylaws which could allow for a land use committee empowered to represent the desire of a neighborhood association appeal a decision.

D Street Storm Water Project

    • City engineering staff and their consultant will meet with the Board at the December meeting.

      • Tree report

    • Permit approved for a 49” Maple at 683 6th Street. City following the new review timetable process recommended by the Ad Hoc Tree Committee.

    • Permit requested for a 48” Douglas Fir on Sunnydale for “Landscaping”

      • December Meeting

    • Meeting with staff and consultant working on the D Street Storm Water Project

    • School district staff to present revised tax proposal

Future Action Required

    • Review of bylaws regarding board voting by email

    • Consideration of changing the bylaws to establish a land use committee empowered to request appeals of land use actions by the City.
