Agenda:

A. Reports

a. Treasurer, $620, same as last meeting

b. Trees Report Martin: 4th and C St tagged and permit app, pear trees diseased, will replace all 9 trees

c. Pre-Applications Report: French school at church, 10th and C St, neighborhood meeting already held, since then church reports that they are not renewing the school lease and are pulling the conditional use application. Not planning any other applications at this time.

d. Other

i. Guest Bobby-Jo Boravicka complaining on 4-way stop on 1st and D St, people not stopping. No painted cross walk or line. Talked to the LOPD, they asked for a log of time and license numbers.

1. KO to send email to City Safety Officer.

B. Schedule- Looking Ahead:

a. Foothills:

i. Maria: no progress on this, waiting on property owners to sign off, maybe on Council docket on 7/17 or 7/24. Resolution to accept revised plan, will look at issue of affordable housing and prepare for possible urban renewal district. Framework plan is to lay out the area, height of buildings, infrastructure. Revision shrinks the area below WW plant down to condos along Hwy 43. Has gone through Citizens Review Committee, will be approved as acceptable without approval of financing or mission of the project.

ii. Maria: D and E streets proposal to improve access by removing meridians on State for queuing up left hand turns up D and E Streets.

iii. Jim: Sewage treatment plant improvements; City wants screening, buffering, noise and smell abatement for Foothills. Portland BES sent letter to LO that Portland will not pay for any of the improvements having to do with the Foothills abatements.

b. Comprehensive plan

i. Carole: CAC plan on housing went before the Planning Commission, info sent out one week prior. CO and KO gave the FAN^FH survey to LONAC and the Planning Commission. Summary from our neighborhood that preserving character and single family housing and opposing increase density was the strong consensus from the respondents. 9 neighborhoods were represented at Planning Commission and opposed housing density increases.

ii. Jim: New goals to affect low, medium and high density housing. FH (R7.5, R10) falls into low density and FAN (R6) falls into medium density housing and the new plan wording will make upzoning easier within ½ mile of town centers and collector streets, Plan was passed by Planning Commission and will go to Council for final approval in September.

c. Parking task force

i. Carole: Staff is proposing restricted parking for business and residential developments (proposed is to reduce new multi housing to 0.75 parking spaces per unit). Consensus so far is that restricted parking as proposed will cause problems for businesses and may direct parking to neighborhoods. For multifamily residential, task force is looking at 1 parking space per studio/ 1 bd, 1.5 for 2 bd, 2 for 3 bd, one guest per 10 units , no parking study exceptions or “fee in lieu of.”

d. Code housekeeping

i. Carole: Planning Commission is reviewing the code revision “housekeeping” that City staff put together in a public open house July 12th, notice given July 11th. Carole and Jim will go and will also ask City staff to come and explain the changes to us that affect FAN^FH neighborhood.

e. Candidates Night at ACC, Monday October 8th

i. Maria to do the contacting of candidates and arranging with ACC

ii. Sub-committee to publicize the event, mailing, etc. need volunteers

C. Misc: Jim announced formation of Lake Oswego Citizens Action League (LOCAL). Visit: www.locitizens.com
