FAN^FH Coordinating Committee Meeting

March 5, 2014

LO Adult Community Center, 6:30pm

Members attending: K. Ockert, C. Ockert, G. Lowe, M. Meneghin, D. Condra, P. Sweet, S. Gustafson, D. Rudawitz, J. Bolland

1. Treasurer Report: O’Neill absent, no report

2. Annual Meeting Tentatively scheduled May 9th, still looking at venue options

A. Website, election of officers, North Anchor discussion, Other?

B. Officer nominations being taken

C. Coordinating committee members?

D. Need to publicize with mailers, LO Review, Hello LO

3. Comprehensive Plan Update: Preliminary approval for sections 1 and 2, final adoption scheduled for Council on March 18th. MMA was removed. Still working on Transport Systems Plan (TSP), Sensitive Lands portions of the plans

4. Wizer Block Update: DRC meeting last week ended with applicants requesting a continuance for the application. DRC approved an open ended continuance.

5. WEB Update: Council referred back to Planning Commission. Info meeting March 10th with applicant talking about what they would put onto the property

6. Pre-Apps:

A. Lady Di applied for facade grant to change front of store appearance

B. Oswego Vet Clinic on 3rd and C St add to existing building in their dog play area

C. Pre-app training for coordinating committee members (G. Lowe)

7. Multi-family code re-write: City staff brought forward proposal at last planning commission meeting. Citing new state law, “clear and objective” standards for multi-family projects to meet code and streamline the process for approvals if met. Staff presented a possible change to process that would restrict citizen input relying instead on staff discretion, eliminating the pre-app process where neighborhood associations have their chance to place input. Planning Committee rejected this portion of Staff plan as set forth on several points and told to return with a revised plan.

8. Transportation Systems Plan cont’d from February: Followed up with staff to clarify cross sections, sidewalks, etc would affect FAN and FH. Staff says that TSP provisions would not be applied unless the neighborhood agrees to do that.

9. Neighborhood Process Cont’d:

10. Heritage tree site application for Sunningdale water tower lot update:

Application was blocked by City Manager, C. Ockert met with City Manager to clarify the situation. Problem was not process but perception and dollar value of the lot if put up for sale.

C. Ockert appealed directly to NRAB 3/5/14 to evaluate the Sunnigdale water tower lot and the tree grove and make recommendations to Council. NRAB members agreed to visit site, discuss and get back to the FAN^FH Committee with their observations.

11. RID process appeal at DRC: C. Ockert explained her observations of the RID ( Residential Infill Design) process which effectively removes many of the restrictions on setbacks, size and other code in existing construction as long it is “better” than allowed design. This application was delayed after 4 hours of discussion

12. Front porch on corner lots update: C. Ockert forward new language requiring front porches at the front door instead of side yard. Language developed by Tom Coffee, no response yet from staff.

7. Other Business

A. Candidates Night scheduled for October 9th (tentatively)

B. Chip Drop Company, contact for free wood chips

C. LOT work update: “shovel tests” on B at 9th and 10th looking for archaeological artifacts prior to starting excavations

D. Planning commission approved “farm stands” throughout the city except public function zones and park areas.

E. City grant project: Survey of neighborhood: topics might include Density, North Anchor uses

F. City Budget meetings starting up, please watch on TV or attend!
