Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform.

Presentations

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 1199 Sunningdale: Application to remove 2 large maples and 2 large Firs. Comments submitted by committee

o 805 C Ave: Application approved for removal of Redwood that had broken top.

o 762 B Ave: Hazard permit removal of maple, no signage required.

o 1169 Bayberry: Removal of undersized tree, no permit required

o 480 5th St: Application to remove 2 large Populars was denied, denial being appealed to DRC

· Treasurers Report- Dennis O’Neill not in attendance

· Emergency Preparedness – David Rudawitz/ Jeff Wiens

o NEP grant application submitted to City, waiting to hear next steps

o Oregon developing new alert system that will be statewide, in progress

o 2020 has brought twin emergencies (thus far) of pandemic conditions in a big wildfire season. Should wildfires be part of the emergency planning?

o Tryon Creek park represents largest potential for wildfire damage to FAN-FH. Does the LOFD have any plans to address this? What are the mitigation steps homeowners can make to help avert houses from catching fire?

· Land Use- Carole Ockert

o Annual code updates presented to City Council meeting held Nov 3rd: CO gave testimony on behalf of FAN-FH regarding the following items and Council acted as indicated:

§ Council approved the updated lot coverage calculations for R6 to now conform with the rest of the City zones.

§ Council removed the code update material for co-housing that Planning Commission had passed forward.

§ Vote was 7-0

Updates

· LO Tree Summit, KW

o Nov 21 from 10am- noon

o Zoom platform

o Keynote speaker will be Kristin Ramstad, Manager of the Oregon Urban and Community Forestry Assistance Program for the Oregon Department of Forestry.

o Details will be posted to the website

Pre-Apps

· D Ave (over the Kaddy Carwash), CO. Pre-application for November 12th for multi-family development on lot over the State Street car wash. No details available yet, Carole and Jim will attend the pre-app.

New Business

· City training for attending pre-apps, CO. City requires and provides training to board members interested in attending pre-application conferences, details will be forthcoming.

· 10th Street water tower removal and park concept, SG.

o Old water tower will be removed once the new pump station is working.

o There will be property available to form up a new city park.

o Board expressed interest in contacting the neighbors and other potentially interested groups. Potentially agenda item for January.

· Planning Commission (as the Committee for Citizen Involvement) work session for 2021 goals Monday 11/9. CO will be attending on behalf of NCC.

· Bring in the new council and mayor-elect to meet the board, KO. Board likes the idea of inviting the new council members and mayor to meet us at a board meeting. Invitations to be made for February meeting.
