FAN--FH Coordinating Committee Mtg.

August 5, 2015 LOACC

Committee members present: M. Meneghin, C. Ockert, L. Rudawitz, K. Burke, G. Lowe, D. Lowe, M. Spalding, N. Kozlowski, D. O'Neil, J. Bolland, D. Condra

AGENDA NOTES:

1. Secretary position. Darrel Condra will be taking notes this evening.

2. Future Coordinating Committee meeting location. The ACC will no longer be available for meetings past 7 p.m. The September 2nd meeting will be held in the library meeting room on the second floor. Beyond that, the Committee will consider other meeting locations.

D. Lowe noted that the signs posted in the neighborhood will need to be changed and the chair offered to request 3 new signs from the City. Annual meeting signs may also need to be changed before the next annual meeting.

3. DRC decision on the 252 D street lot split proposal and updated variance request discussion. The DRC approved the split of the lot at D street and 3rd but rejected the request for a reduction in the setbacks from 10 to down to 8 feet. The developer asked the chair to get the committee's feedback on reducing the 10 foot standard setback on only one side down to 8 feet. The committee, by a unanimous vote of those attending, opposed a variance to the normal setback. City staff indicated that without the Committee's support they would not approve a setback variance. The developer indicted that without the Committee's support he would not ask for a setback variance.

4. Neighborhood Enhancement Program (N.E.P.) grant award - Stafford Stone. The city awarded FAN-FH a $10,000 grant toward the Stafford standing stone for the Stafford Grove park on Sunningdale. The total cost of the stone engraved with a poem is $15,000. After discussion the options the Committee voted to authorize the chair to gather donations for the $5,000 balance. The Friends William Stafford organization (a 501.c-3 non-profit) will process up to 20 donations for us. The sculptor will be told to proceed and Kim Stafford has been contacted.

5. 658 1st St. multi family development report, (Clear and Objective hearing at DRC was held on Aug 3rd). The DRC approved the gated parking plan that encloses all of the parking, including the code required visitors spaces (25% or 3 spaces in this case). Many felt this sets a bad precedence in that gated parking will have the effect of putting visitor spaces out of reach and forcing many to park in the street. It is feared the impact will be multiplied as many more and larger redevelopment projects are completed in the R-O zone. The Committee will ask the Planning Commission to review the code and to disallow gated and locked parking spaces to be used to meet the code required visitor parking.

6. Announcement: Neighborhood meeting for 4th Street rowhouses set for August 26th, from 6-7 p.m. at the New Thought Center.

7. Forest Hills Elementary School traffic. M. Meneghin reported that Forest Hills

Elementary is suggesting that the traffic flow around the school be changed to one-way traffic twice daily during pick up and drop off times. Meneghin pointed out that these type of intermittent traffic changes are dangerous to neighbors and students especially on the Sunningdale side since there are at least 3 streets that feed into Sunningdale and all are busy at all times of the day with UPS, Fed Ex, Comcast, and many other delivery and service trucks that have set policies on how they run their routes. Discussion was cut short before a decision could be made on how the Neighborhood Association should respond to this plan.
