Meeting Minutes

1. Introductions

2. Tree Report (S. Gustafson); New development at 4th and G has cedar and a Fir that might be in danger of cutting for new house.

3. Work on Neighborhood Survey; Survey sub-committee prepared and submitted a draft cover letter and survey for review by the whole committee. Revisions were made. Revised survey approved by committee.

4. Pre-App report (C. Ockert and G. Lowe):

a. Addition remodel to house at Second and C Street (NW corner)

b. 4th and C Street (SW corner) developers met with City to find out what they can do with the lot in a zero lot line development.

c. 252 D Street; lot split orientation

5. New park name; C. Ockert met w Ivan Anderhome, Parks and Rec manager, suggest Stafford Grove. Motion made by M. Meneghin and seconded by M. Monto unanimously approved.

Possible Neighborhood grant for 50% of a stone sculpture, the other half to be supplied with donations. IA suggested some stone they have for benches.

6. Quick reports:

a. River rocks at 9th and C Street. City indicates this is in progress

b. Front Porch issue. C. Ockert presented to City on front porch issue for corner lots. Council voted unanimously to approve a clarification to the code sought by the Neighborhood Association so that the front porch will be at the front of the house, on the front setback where the front door is.

c. Multiple duplex situation. Council directed staff to rescind the code interpretation allowing multiple duplexes when only one duplex should have been allowed on a lot, prompted by development on D Street.

d. Pre-apps are being held by developers unbeknownst to the property owner to see what the City will let them do. Should property owners be notified by the City? Consensus was affirmative. Does the City charge enough for this service? Would like to know.

e. Clear and objective standards. Council agreed that multifamily clear and objective process should be minor development instead of ministerial, still using preapps and neighborhood meeting with appeal potential in a more limited arena.

f. North End Anchor meeting. About 80 attended, formed groups and discussed what should not be allowed and preferences for what the development should look like.
