March 4 2020 Meeting minutes

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson at the New Thought Living Church Fireside Meeting Room.

Subcommittee Reports
· Tree Subcommittee – Sharon Gustafson
o 767 10 ST(10th and E) for 3 Firs. City initially approved then rescinded approval to see if they can save 2 of the trees
o 1141 C Ave. Flag lot development. 3 Firs. Owners have proposed mitigation steps. Committee not opposing the permit at that time.
o 743 6th Street. Fir. Owner says there is foundation damage.
· Treasurers Report- Dennis O’Neill. $311 in the account
· Emergency Preparedness– David Rudawitz
o Met with Fire Chief. LOFD has no plans or budget/staff to address planning
o Have Maps for damage assessment and for Map Your Neighborhood
o Planning equipment and storage units from 2020 NEP grant funding
Updates
· Transportation Advisory Board (TAB) Pathway Recommendations March 18 – Carole
o March 18 meeting, the TAB will select from “safe route pathways” project list for top 3-10 projects to refer to Council budget session (about one year out)
o E Ave pathway from 10th to State is on the list in the top 10, currently listed at $627,000 (about 10% of D St project) would need to be re-budgeted if approved.
· Committee for Citizen Involvement (CCI) Guidelines Project Update – Carole
o Neighborhood Chairs group was formed with a sign up from the Mayors and Chairs meeting in January.
o First meeting of the group in January was well attended and a working sub-group was formed to investigate and draft a CCI document for review by the rest of group
o Review of the draft was started at the February meeting by the committee
o Meeting March 5th will complete review of the draft CCI guidelines
o The Planning Commission work session is March 9th. Committee requested an open session where NA chairs could participate. If the CCI document is ready then will put that forth.
o Same subcommittee is now working on the Neighborhood Association guidelines piece.
· City Led Discussion on Seasonal Enclosed Seating Areas for Restaurants – Carole
o Miles and Carole attended a meeting with staff and group of NA chairs to address a proposed code change for covered/vinyl walled sidewalk eating space outside of restaurants Fall/Winter/Spring
o There is already a process for this through the DRC on an individual basis
· Update on Map Your Neighborhood – Kathleen
o 10 people signed up and putting out signs into the neighborhood, looking for Block Captains!
· North Anchor Update: Miles
o 4 proposals have come in, all hotel projects
Pre-Apps
· Pre-App for 21 D Ave. Project above Kaddy Carwash (Relates to 560 1st St. Project) – Carole
o Seasons Living presented a development plan
o Want to also include parking for their 2nd Street building in order to add two floors to that building (where old Elm was cut down)
o A combination of retail and residential
o Some issues came up to be re-worked
· Brief Report on 4th St. 15 unit Condo Project (across street from Post Office) – Carole
o Good re-design - no need for any variances
· Johnson Barn Pre-App Update - Sharon, Jim
o Sharon and Jim met with owner and staff. Owner wants to update the Barn to an accessory dwelling unit (ADU) in extensive remodel
New Business
· Approve Minutes from Nov., Dec., Jan., Feb. Dave moved to approve all minutes, seconded by Carole. Unanimously approved.
