FAN^FH Coordinating Committee Meeting Minutes from 9/5/2012

In attendance:

Coordinating Committee: Carole Ockert, David Rudewitz, Glenn Lowe, Donna Lowe, Maria Meneghin, Darrel Condra, Jim Bolland, Dennis O’Neil, Martin Monto, Tracy Elliott, Chris Clee

Also Attending: Debbie Lungren, Eric Thompson, Earl Bowerman, Karen Bowerman, Jeff Gudman, Kent Studebaker, Michael Earp

Minutes:

Introduction: Deer sighted on Hwy 43, please be cautious about night time driving, also some coyote activity as well

Candidates Forum (Meneghin)

· Will be held on October 8th (Monday) at ACC starting at 6:30pm

· All City council and mayoral candidates except Terri Jordon are confirmed

· Jim, Donna and Darrel will be helping out

· Refreshments to be discussed at next meeting

· Press release planned (Maria)

Reports:

· Treasurer (O’Neil) $607.54

· Tree (Monto) No new permits

Library Bond Presentation (Jeff Gudman):

· 20 year Bond on Nov 6th ballot for $14M ($0.17/$1000 assessed value)

· Bond does not cover all costs of the project

· Private development would be needed to complete the project

· Library would double size from 27,000 SF to 60,000 SF

· Project cost estimate:

o $21M for the building only

o $7.35M for interior furnishing and finish

o $3M for parking structure

o $3.135 for 10% contingency

o Total Costs Estimate: $34.5M

· Funding sources:

o Library endowment, $2M

o Library district fund, $1M

o City reserve fund, $1M

o Sale of current site, $2M

o Donations, $1M

o Bond. $14M

o Total public funding: $21M

· Debt service of about $5M and comes out of the Bond

· Park bond measure from 1990’s is expiring this year and is about the same as the Bond

New Library advocate (Maria Meneghin) www.newlakeoswegolibrary.org

· Problems with current library:

o Limited shelf space

o Limited staff space

o Limited computer stations

o Lack of meeting room space

o Parking space shortage

· New Library can leverage:

o New technology

o Energy savings

o Labor saving design and layout

o More new space for program use

· Use of the WEB building instead would cost 3 times the new library building to retrofit

Other Reports:

· Pre-Application Reports (pre-app) (Ockert)

o 353-397 N State St for change of awnings and new mural

o 588 9th St wants to protect Large Fir tree by splitting house and garage and change the set back of garage from 15ft to 12ft. Also wants to change rear setback by 1.5ft Should be a minor variance

· Comprehensive Plan (Citizens Advisory Committee) (Clee)

o Invited presentation made of FAN^FH survey report was interrupted halfway through by committee chair Sally Moncrieff, full report not able to be given.

o Connected community issues reviewed economic vitality

· Foothills Committee (Ockert)

o City wants to form another Urban Renewal District

o Bolland moved and Ockert seconded to have Peter named as FAN^FH representative and report back to the coordinating committee on Foothill committee activities – must have coord. committee support before participating in any Foothills Committee vote , or Peter must abstain

o Neighborhood Chair meeting (Bolland)

o In current plan proposal properties within ½ mile of “town Centers” and Neighborhood collector streets could be more easily up-zoned for higher density.

o Neighborhood chairs opposed this language and policy change

o Metro estimates 2200 new housing units in LO by 2040

o Language changes proposed include zoning changes for increased density growth
