Attendance

Guests: Joel Komarek, Adam Crafts (10th St Water Tower Project), Vanessa Sturgeon, Lamont Smith, Robert Pyle (Developer, North Anchor), Carry Halladay (B St Project), Jay Lewis (President 555 2nd HOA)

Meeting called to order at 6:30 pm by the Chair, Carole Ockert at the Lake Oswego Public Library Baars Meeting Room.

Presentations

· Water Tower Project at 10th and C. Joel Komarek & Adam Crafts.

o Taking out the Water Tower (10th and C), Installing new pump station for Forest Highlands district

o Surveys and arborist reports

o May 16 pre-application conference, open house on May 13 at Church on 10th and C

o Proposed location of pump station at SE corner off C Street. Up to 3 trees will be removed.

o Existing pump station will stay and continue to provide service to Knauss area

o New pump house larger, will have a residential design, and will have a locked staff rest room. Access off C into a fenced enclosure and parking

o DR recommends they over size their generator and provide 110 outlets for emergency recharging.

o CO recommends that the new pump house be moved into the lot so that plantings/evergreens could be planted and hide the structure

o Tank removal by crane to avoid more tree removal

o Construction timeline start spring 2020 finish by 5-6 months of on-site construction

· North Anchor Project. Vanessa Sturgeon, et al. Sturgeon Development

o 135 room hotel on State and B

o Meeting spaces on bottom floor (no retail)

o Valet parking off the existing alley way

o Parking structure (above grade) on First and B, Overall height about 55 feet

o Parking self and valet (all hotel is valet), 162 stalls total. 47 public parking stalls, 115 Hotel stalls

o Deliveries and Garbage will be serviced off alley off B on Hotel block

o Concern expressed over capacity of the alley to accommodate cars and delivery trucks, and the ability to get back them out.

o Variance may be requested for Bar on top floor East looking into view

o Next step is to negotiate the project with the City and choose a hotel operator

o Estimate 2 year construction time once ground broken

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o City is taking out some ornamental evergreen trees outside library (upgrade generator)

o 6th and D. 54 inch Fir. Foundation destruction effect being investigated by City.

o Tree clinic and study May 21st at City Hall

· Treasurers Report- Dennis O’Neill- not available

· Emergency Prep – David Rudawitz

o Looking for NEP grant for the meetings and expenses.

o Learning curve on mailings, promo and meeting space availability

o Proposal to use Annual FAN-FH meeting in September as topic ties into National Preparedness Month. Then schedule follow up kick-off meeting.

Updates

· Celebrating Seniors. May 14th 9 am- 12:30 pm at Marylhurst Village

· Potential City tear-down fee.

o Ostensibly to encourage rehab instead of tear-down (affordable housing)

o $10-15k fee going into the Parks Dept.

· FOIA request status.

o CO commented on her experience with the City Engineering staff and intentional withholding of same.

o Submitted FOIA request to City for background information.

o CO appeared at Planning Commissions Committee for Citizen Involvement who unanimously supported:

§ Waive FOIA fees ($300)

§ Recommend that Staff reports be made available to citizens before meetings

o Carole to speak with City Attorney.

o Board agrees unanimously to allow for Public Busking to help in raising the $300

Pre-Apps

· C Street (White Cape Cod). Lot partition with flag lot. Blue Palouse Development.

· G Street between 6th and 7th. Enclose car port.
