Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Presentations

· North Anchor project. Led by Sarah Zahn, UDP.

o Dividing the project into 3 parcels:

§ Parcel A; South East corner of 1st St and B Ave, potential hotel location, 60 rooms. Limited parking in plan at this point, looking for options.

§ Parcel B; South West corner of 1st St on B Ave. potential mixed residential (apartment or condo) over retail. Parking on-site for residential and on street for retail. Looking at a variance request to accommodate 5 floors instead of four as shown in back NE corner.

§ Parcel C; South East corner of B Ave and State St, potential mixed residential (apartment or condo) over retail, parking on-site for residential and on-street for retail.

o Variances/issues

§ Frontage on State St for Parcel C has large wall plane enclosing proposed parking lot rather that store fronts with glass

§ Elevations and number of floors for Parcel B

§ Parking for hotel on parcel A in question

o Timelines

§ MOU (memorandum of understanding) signed with City, working on DDA (disposition and development agreement)

§ Expect land use applications to begin in September

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o ; 9th and A in Evergreen, 2 Douglas firs being appealed by the Evergreen Neighborhood Assn.

o 7th street, 2 cedars on City right of way. Neighbor wants to take them down. Permit application in process.

· Treasurers Report- Dennis O’Neill

o $275.11

· Emergency Preparedness – David Rudawitz

o Waiting for NEP grants to open up

o Has a list of materials to procure with NEP money including 3 storage containers that might be kept at ACC, 10th St Unity church and Beacon building

Updates

· Planning Commission, CO.

o PC moving forward with vetting code for seasonal outside enclosures for businesses

o PC meeting on July 21st with City Council for updates on HB 2001 housing code changes

· Transportation Advisory Board, CO

o Recommendation for E Street pathway project to be taken off the prioritized project list – School district reviewing TAB recommendations

o Police reported citations from January to June 10th:

§ 501 speeding

§ 299 cell phone users

§ 116 failures to stop at sign or light

§ 74 uninsured

§ 67 driving while suspended

§ 20 DUII

§ 2 on drugs

§ 4 crashes involved DUII

§ 48 non-injury crashes

§ 39 hit and runs

§ 5 injury crashes including one death (was texting at the time)

§ Most citations were on Boones Ferry, Country Club and State Street

· Street re-pavement project, DR

o Paving project in FAN has begun in earnest

o Some issues with noticing on sign boards for the correct streets and communications with residences.

o DR has spoken to City regarding the communications issues

· Urban Forestry, KW

o Oswego Lake Watershed Council is working on organizing Urban Forestry committees made up of members from the neighborhood associations.

o Tree committee is reviewing permits City-wide as some NA’s do not have an active tree committee

o Two projects under review in Lake Forest Neighborhood and Forest Highlands Neighborhood. which both involve removal of a large number of trees.

New Business

· FAN history project, DO

o Dennis was contacted by Nancy Dunis who is writing about the history of the FAN neighborhood association for the Review.

· Beacon Building, MH

o Miles alerted the committee that his project at the Beacon is having some difficulty with the City in their “grab and go” market application having to do with parking ratios. There will be a pre-app.
