August Board Meeting Minutes

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Presentations

· None

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o Tree committee is helping out other neighborhood associations on permit applications

o 670 Iron Mountain Blvd (Forest Highlands). 31” Fir on property line, permit pending

o 304 6th St (Evergreen). 27” Fir and a Walnut proposed replacement with 2 Dogwoods.

o Ellis Ave. (Evergreen) 58” Cedar “too close to house”

o 480 5th St. Two 52” Tulip poplars, permit pending

o 381 9th St. (Evergreen) 41” & 48” Douglas Firs on a zero lot line. DRC denied the permit, under consideration for appeal

o 652 7th two 40” Cedars on Public Right of Way. City hired an outside tree company that submitted an arborist report and determined the trees were “low and moderate risk” City has cleaned up loose branches and cabled the trees.

· Treasurers Report- Dennis O’Neil: account is at $275.11

· Emergency Preparedness – David Rudawitz

o City has pushed off guidelines for 2020-21 NEP grant funding which would be used to purchase storage pods for emergency supplies.

· Land Use Liaison- Carole Ockert

o Seasonal Restaurant enclosures. These are temporary enclosures for sidewalk tables to be used from October to April. Allows use of vinyl.

§ Planning Commission passed staff recommendations for enclosures

§ Small enclosures- Staff decision on allowing

§ Larger enclosures- Staff will alert Neighborhood for input

§ Potential controversial enclosures- Staff will refer to DRC

§ Findings and final vote at next PC meeting

o HB 2001-2003 updates.

§ Last meeting of state technical committee working out the new code guideline templates met.

§ August 11th a set of draft codes will be sent out in time for next meeting of committee working on housing and city accommodation guidelines

o Annual code updates.

§ R6 updates

· Staff proposing change to the R6 code regarding how deck’s over 5 feet high are considered for lot coverage calculation. Currently they do not count, but proposal will reverse that.

· Staff proposing how slope is measured and used in height calculations in R6 to meet the rest of the city’s zone method.

§ Co-housing update

· Currently not allowed by city code definition of a dwelling unit.

· Dwelling unit currently must have a cooking facility

· Staff proposing change to Dwelling Unit so that it may “have access to a cooking facility”

· Current proposed annual code update schedule -PC will have a hearing on Sept 14th regarding the staff proposal and Council is scheduled for a hearing on Nov. 3rd.

Updates

· KW/MB. Urban Forest LO.

o A tree canopy study using a new app “iTree” was tried out

o Uses GPS data and additional entered information to map out trees on public land

o Had some difficulties with the app. A training session is upcoming.

Pre-Apps

· CO and JB attended pre-app for parking changes to IronLight Building at 3rd and B Street in regards to the Lola’s Bar and Café.

o City is requesting that building owner provide parking numbers

New Business

· CO. Neighborhood Association chairs across the city (there are 24 neighborhood associations in LO) are forming a new committee that would:

o Collaborate on City wide issues affecting neighborhoods

o Support individual Neighborhood Associations

o Advise City committees and Council on issues affecting Neighborhood Associations

o Work with the Commission for Citizen Involvement

o Be made up of a representative from each NA

o Meet at least 4 times per year

Motion for FAN/FH to support and join this committee was made by DR and seconded by JB. Approval was unanimous.

· SG. Johnson Barn update. No plans for a renovation have been submitted yet.

· JB. Liability Insurance committee that supervised insurance for NA functions met. City pays for the premiums.

· DR. FAN/FH paving project is making good progress.

o City project engineer said the berms on properties that had them will be replaced.

o Street run-off will need to watched this year as the old broken up streets actually drained a lot of water away and new streets will shed the water off.

· KW. Arts updates

o Gallery without Walls

§ Bringing in 14 new sculptures around the City

§ JW is part of the installation crew

o Gateway art project is in process for large sculpture on State and Terwilliger, good coverage in Hello LO

· KO. Annual meeting and Candidate Night.

o NEP grant is used to fund mailers to alert residents about these meetings and is in limbo

o Zoom account we are using costs extra for the Webinar platform that would be necessary for a mass group meeting

o KO will look into whether Zoom Webinar can be purchased by the month and whether the City would provide that service via their web-based meeting platform
