October meeting minutes

Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o City Council upheld denial for removal of 2 Firs at 319 9th Street. Our committee was assisting the Evergreen NA on this.

o 111 6th Street permit application to remove 80ft redwood withdrawn

o 480 5th Street permit application to remove 2 tulip poplars was denied

· Treasurers Report- Dennis O’Neill

· Emergency Preparedness – Jeff Wiens

o DR had prepared a sheet with itemized supplies and costs for neighborhood emergency prep to be purchased through a Neighborhood Enhancement Grant.

o Committee reviewed and discussed the list.

o Motion to approve the application by DR was made by JB and seconded by JW. Unanimous approval.

· Land Use- Carole Ockert

o The Neighborhood Chairs Committee (NCC) has been formed.

§ Over half the NA chairs attended and approved the formation and the bylaws for the new group and have registered to join. Outreach to the other NA’s is proceeding.

§ CO is NCC chair, Bob Ervin (Uplands) vice chair, Ginger McDowell (Lake Forest) is secretary. They will serve a one year term.

§ NCC has been working on updating the Commission for Citizen Involvement guidelines and commission composition and will present that to the new Council in 2021.

o On election night, Nov 3rd, Council will hear code updates from Staff:

1. Bringing R6 code into consistency with the rest of the City regarding height/lot coverage.

2. Creation of new “co-housing” designation for multi-unit housing

a. This would allow for a multi-unit structure where living space, cooking facilities and bathrooms would be shared.

b. Co-housing would be managed by an HOA, partnership, or some other arrangement.

c. 6 Neighborhood Association boards want to pause and delay this consideration until after the new HB 2001 and 2003 model code for cities is passed and then this cohousing discussion can be part of the code rewrite for Lake Oswego.

· Motion made by JB for CO to address Council on Nov 3rd recommending that the R6 change be adopted and the co-housing rule be delayed. LR seconded. Unanimous approval

Updates

· JB provided update on the status of Stafford Triangle 3 and 5 party agreements.

o Developers’ appeal to LCDC was denied and the agreements stand.

· KW updated on Lake Oswego Tree Summit change of date. New timing is November 21st from 10am to noon. This will be a virtual event, details and event link to follow when available.

· SG updated on property at 1718 3rd Street which is a large 15,000 SF lot that was recently purchased. The home was built in 1925 and has significant LO historical ownership. The new owner is planning on tearing it down. All 3 of the City historical preservation boards and commissions are trying to avert this with the owner and the City.

· SG and JB updated on street berm progress. City mapped out the old berm sites and is replacing those and adding where deemed necessary.
