Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson at the Lake Oswego Public Library Baars Meeting Room.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o Application under review at 767 10th Street (10th and E), 3 large Firs close to property line on a remodel. No arborist report.

§ Motion made by JB to support an appeal if necessary, DR seconded, passed unanimously.

· Treasurers Report- Dennis O’Neill. $370.11 in the account. Due to be paid: Oregon Corporate registration ($50), Oregon dept of Justice fee ($20).

· Emergency Preparedness – David Rudawitz/Jeff Weins

o DR: Got map of the neighborhood with lots and house numbers

o JW: Hosted a house meeting to discuss neighborhood mapping

o Next steps:

§ Plan a January meeting to discuss emergency plan

§ Check with City to see if they will add CERT training session

Updates

· R6 Code meeting with builder group and City. Updates to be presented at Planning Commission on Monday 12/9; Carole.

o Driveway access to new dwellings. NA plan calls for all alleys to be clear and usable. City has revised drawings to show clear and open alleys and showing options for driveway and garage access. No objections from the board.

o Primary and secondary roof forms. Primary roof must be minimum 6:12 pitch. Secondary may have a more shallow pitch.

o Lot coverage. Many new houses look like they are more than 35% coverage. Code allows allowance for more coverage if there is any slope on the lot. This is allowing higher lot coverage. We have requested this be addressed. Will be address in 2020 updates.

o Request by builders to work together to make the tree issues work better.

· Sustainability Advisory Board; Kathleen

o Goals for 2020 presented and waiting approval including:

§ Looking into transitions of gas powered to electric landscape equipment

§ Advocate for greener transportation

§ Deconstruction rather than demolition

§ Partnering with schools, etc. to advocate and educate

· Transportation Advisory Board; Carole

o Continuation on assigning metrics on projects to rank the projects on their list

o City may trial 20 mph test case in a yet un-named neighborhood

o Corner of State and B; meeting of City and TriMet next Thursday (12/12) 4pm at the intersection

· Annual Code updates; Jim

o Jim testified to Planning Commission (on behalf of LONAC) on Tandem (valet) parking issue, allow but not using it to meet parking standards

o Planning Commission asked by Staff to consider sidewalk coverings in front of businesses in 2020. Board asks Carole to contact Chamber.

· Master Fees updates; Carole

o Neighborhood Associations will now receive a waiver for tree permit appeals at DRC and City Council- thanks go to Carole, City Council and folks sending in emails in support

Pre-Apps

· Carole and Jim will attend a pre-app meeting to look at a 2 lot project across from Post Office on 4th street. 15 condo units with underground parking. Zoned R-0.

New Business

· Updates to Website and Logo; Sharon.

o Look into alternative free website platforms and design ideas
