Meeting called to order at 6:40 pm by the Chair.
Proposed Zoning Changes
City is proposing to change the zoning (LO17-0079) of the Stafford Grove Park to a park and the downtown Post Office match its usage. Motion for the FAN Forest Hills Neighborhood Association to support these changes moved by Linda Rudawitz and seconded by Jim Bolland. Motion carried
Carole Ockert to be interviewed by the LO Library Oral History program on Stafford Grove.
Kathleen Wiens will investigate an earlier offer by the LO Parks Department to place a basalt bench in the Stafford Grove Park.
3rd and B Project
The current plan is for the project to come in front of the Design Review Commission (DRC) at the DRC’s second meeting in February 2018.
They have asked for five variances:
Flat roof with a height of 60 feet rather than 41 feet (LOC 50.05.004.5.e)
Building height of 60 feet in portion of the site with a 45-foot height limit (LOC 50.04.001.4.c,1)
Ground windows spanning 62.1% of the commercial building frontage rather than 80% (LOC 50.05.004.6.b.i)
Three ground floor windows within 12 inches of the 3rd street sidewalk (LOC 50.05.004.6.b.i)
Waiver of hedge requirement in front of seven-foot-tall retaining wall on a 16’8” portion of the retaining wall on the north send of the super parking deck (LOC 50.06.004.2.b.iv)
Annual Code Updates
Proposed updates were reviewed
Planning Commission work session scheduled for 2/12. Citizen comment can be given to at that session.
FAN has not yet taken a position on these changes
Neighborhood Enhancement Grant Cycle
This year’s cycle ends at the beginning of May. There are no changes to the rules and the maximum individual amount is $10,000. The Chair is soliciting ideas.
D Avenue Project
The Lake Oswego Review has been interviewing FAN board members for an article in the Review.
Alley Damage from Construction
David Rudawitz brought up concerns that the various infill home construction projects are causing damage to the adjacent unpaved alleys. Others also have experienced this issue. It was suggested that this issue be brought to the attention of the City and that the cognizant developers be required to rehabilitate the adjacent alley (the section between the two lettered streets behind the construction site) when their project is completed. David Rudawitz was asked to prepare a draft letter to the City on this topic for consideration at the next meeting.

A brief discussion of the concept of having some fund raising activities occurred. No action taken at this time.
