FAN^Forest Hills Neighborhood Co-ordinating Committee Meeting Minutes

Sept 7, 2016

Committee members in attendance: C. Ockert, K. Ockert, M. Meneghin, D. Condra, D. Rudewitz, S. Gustafson, D. O’Neill, G. Lowe, J. Bolland, M. Holladay

DRC Review: 4th and C project, ceiling height variance request (C. Ockert)

Treasury: $251.11 (O’Neill)

Tree committee: 9th and C pre-app for fir removals (Gustafson)

Stafford Grove Park update: Received city grant to complete scultpures, should happen mid-September (C. Ockert)

North Anchor update: City has bought gas station on B and State. Developers and City want hotel built on site leading to State with apartments on upper portion of 1st and B (C. Ockert)

Tryon Creek WW plant: D. O’Neill applied to be on citizen oversight committee, no word yet

Demolition notices: Evergreen NA is also interested in this and Council will hear a proposal by Staff as part of code updates (C. Ockert)

Pre-Apps (C. Ockert):

    • 555 G Street, secondary dwelling w unfinished basement. Is this an accessory structure?

    • 578 4th Street, lot split for 2 rowhouses with secondary dwellings. R2 does not allow for this without a lot split.

B and 3rd Street project update (M. Holladay): Propose a mixed use event, retail spaces in phase one followed by residential in phase two. Underground parking is envisioned.

Annual code updates to be proposed by Staff to Council (C. Ockert) highlights:

    • City manager can waive pre-apps if no benefit to applicant by applicant request

    • Measurement of set back planes and building height refined to prevent “house in a hole”.

    • Requirement to prove NA committee support ie, committee voting, if a subject appealed.

      • General discussion on this topic and agreement that C. Ockert will bring this up at the September Mayor’s –Chairs breakfast meeting

Portland Upzoning: Portland commissioners are poised to upzone single family neighborhoods in increase density (J. Bolland)

Candidate Forum: Should FAN^FH put on a candidate forum? Consensus: pass this year

Foothills Framework Plan (C. Ockert): Coming up in front of council, URD was rescinded, no funding available. Zoning was never changed. Property owners want their money back. M. Meneghin will report back.

Repeating house designs (C. Ockert): Should we take this on? Consensus: pass for now

Rocks along the street (C. Ockert): Should City help regulate this more closely? Consensus: City already has a regulation and it can be enforced by complaints.

Other: Since there are no sidewalks how about make streets with letters into one-way (M. Holladay)? Has been tried in past with bad results and lots of complaints.
