Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 1192 Andrews Road; application for Doug Fir removal withdrawn

o 1111 Bayberry; application for removal of 8 trees of various species including 2 large Doug Fir outside building envelop.

o 480 5th St.; application to remove Two Tulip Poplars

o 670 Iron Mtn Blvd; 31” Doug Fir on property line

The tree permit parameters are online under City Code Chapter 55; Type 2 removals.

o City has not posted guidelines to apply for NEP grant

· Land Use- Carole Ockert

o 4th Street condo proposed project

§ 15 units on 4th across from Post Office 1 lot in off B

§ Developer has provided full packet to staff for project permit approval

§ Carole will review staff report when available and report back to board

o Planning Commission public hearing 9/14

§ PC will vote on

§ R6 lot zone coverage calculation minor changes

§ Change to the definition of a Dwelling Unit to change: has a cooking facility to has access to a cooking facility to allow for co-housing in LO code

§ Public hearing currently scheduled for 11/3 in front of City Council

o HB 2001 & 2003

§ Draft regulations for State zoning changes has been posted

§ CO will go through the material and report back

§ State committee is taking comments until November 25th

Updates

· Seasonal sidewalk enclosures, CO; City Council passed, 6-1, an update allowing restaurants to put up vinyl enclosures outside their businesses from October through May each year in permitted locations

· North Anchor community meeting, CO;

o Developer has continued along with proposal similar to what they showed the board in June.

o Parking is still not addressed – concern expressed by a participant that lack of parking would adversely impact neighborhood

o 5th story on 1st and State Street structure not mentioned (would require a variance)

o Suggestion made by participant at their open house to incorporate a community type space like bar or restaurant on top floor of Hotel structure

New Business

· LO Watershed Council, KW; planning is underway for the 2020 Tree Summit. To be held Sat. Nov 14th from 10am - noon. Details to be posted as they are developed.

· Annual Meeting, SG;

o Other NA’s have contacted City for input on how to conduct Annual Meetings.

o FAN-FH stages its Annual Meeting in the Fall normally

o Issues include proper notification and a web meeting platform to hold this

o City staff is working on guidelines for NA’s

o SG suggested we pause any movement on this now, board agreed.

· Candidate Forum, SG;

o Normally we put on a popular “speed date the candidate” night at the ACC

o With Covid, this is not possible this election year

o Chamber of Commerce has invited NA chairs and board members to a candidate night they are holding Sept 17th

· Sustainability and Response to Racism, KW;

· Street Paving Project status, KW; Berm replacement?

o SG to reach out to City Mgr on status of berm replacements

· 10th Street business proposal, MR; a Neighbor on 10th St is proposing changing a house that has been a rental to a day care or tutoring business (unclear) with no on-site resident.

o Home owner does not live in the City

o City Planning Department declined to contest this

o MR has discussed this with the home owner and is surveying surrounding residents to get their feedback and present to owner

o CO has offered to review the codes and discuss this with the Planning Dept.
