June 2019 Committee Meeting Minutes

Attendance

Meeting called to order at 6:35 pm by the Chair, Carole Ockert at the Lake Oswego Adult Community Center Birch Room.

Tree Subcommittee Report

Sharon Gustafson, Tree subcommittee Chair reported the following tree permit activity:

· 553 6th, 23” (6/11/19) English Walnut potentially in way of construction equipment. House is a 1925 Craftsman cottage. Subcommittee will coordinate with the LO Historical Preservation Society.

· 1221 Sunnydale (6/18/19) – 3 Douglas Firs –30”, 30” and 16”

· 748 6th (6/04/19) – 26” Spruce – new construction

· 691 G Ave. (6/11/19) – Maples, 23” 3 trunk 20,”, 6” and 19”. Owner wants to add a covered patio.

· 534 D Ave. – Appeal on 7/15/19 to the DRC. – 54” Douglas Fir reported to be cracking the foundation. Owner does not appear to have considered alternated options.

· 680 5th – Violation issued by City as owner removed street trees and replaced with trees that would be too small as replacement street trees. Owner must replace with acceptable trees by 6/14/19.

It was proposed that the Tree Subcommittee incorporate investigating historical aspects associated with properties that are slated for demolition. Carole Ockert moved and Dennis O’Neil seconded a motion to this affect. Motion was approved. It was also suggested that developers be asked to allow the photographic documentation of historic buildings that the developer(s) will be demolishing.

Kathleen Fox Wiens reported that the Lake Oswego Tree Summit will be held on Saturday, Oct. 5, 2019, 9 a.m. - 12 Noon at the :Lake Oswego United Methodist Church, 1855 South Shore Blvd., Lake Oswego, OR 97034

Kathleen Wiens reported on the LO Council’s tree permit study session. When discussion moved to the issue of the need to modify the Development Code to accommodate tree protection, the Mayor shut down the discussion.

Pre-app Report

· 10th and C Water Tower – FANFH suggestions regarding having the new equipment building provide facilities for public charging during a power emergency have been incorporated in the design.

Emergency Prep Subcommittee Report

Activity is on hold pending the potential award of an NEP Grant. The current plan is to have Steve Eberlein of Tipping Point Resilience (www.tippingpointresilience.com ) speak on preparedness at the 2019 Annual Meeting and then have the kickoff meeting a few weeks later. Mail notification will be combined with the Annual Meeting notice.

Annual Meeting Planning

Tuesday September 17 was tentatively selected for the 2019 Annual Meeting pending coordination with Steve Eberlein. The concept for the meeting that was discussed was to have three or four speakers on a selection of topics such as: emergency preparedness and a realtor. The new LO School Superintendent could also be invited to at least appear if not make a presentation. Further details will be fleshed out at the next Board meeting.

Freedom of Info Act/mediation re: TAB/6 corners issue

1000s of pages of emails were provided and have been reviewed. It was determined that City Staff extended the scope of their work with the consultant without Council approval. The Staff began expanding the scope in February 2019. $14,940 was expended on the expanded scope which the Staff insisted never occurred. Not all of the material requested in the FOIA request to the City have been provided. As of this meeting, the City has not responded in inquiries regarding these missing items.
