Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 480 5th St. DRC upheld City denial for removal of 2 Tulip Poplars

o 1199 Sunningdale. Application to remove 2 Firs and 2 Maples has been withdrawn

· Treasurers Report- Dennis O’Neill

o Account sits at $275.11

· Emergency Preparedness – David Rudawitz

o No news from City on status of NEP grant

· Land Use- Carole Ockert

o 4th St. condo project.

§ Across from Post Office on 4th Street

§ DRC hearing on Dec 7th (mandatory for multi-use projects)

§ Not asking for any variances

§ Staff has conditions to be met prior to permit approval

· Project height must be under 60 foot limit

· Four guest parking spaces on-street and One in the project

· New trees to be planted at the front of the project to mitigate removal of existing trees to be taken down

§ On-street parking would be used for guest parking. Currently those spots outside the project are timed from 9am to 5pm at 2 hours. Code is “silent” on use of timed spaces in this application type.

§ Motion made by D O’Neill ,seconded by J Bolland to allow C Ockert to represent the board at the DRC meeting and support the project contingent on the developers meeting the Staff requirements and ask the developer to protect the large fir trees across the alley from the project. And to also bring up the issue of timed parking use in project parking requirements. Motion passes 10-0.

o North Anchor update.

§ Hotel partner has pulled out, developer is looking for another hotel partner

§ Parking issues surround the project.

· Developer has proposed 62 on-site and 17 on-street spaces

· Hotel would have 38 valet spaces for 60 rooms

· Some discussion about “stacked parking” and whether car lifts can be used which would require 24/7 valet service

· Developer proposed City spend $2.8M for underground parking

Updates

· C Ockert: Commission for Citizen Involvement (CCI) update proposed by the new Neighborhood Chairs Committee (NCC) to the Planning Commission as part of their 2021 goals. PC discussed it, some on commission expressed interest and Planning Department director Scott Seigel was positive but the PC decided to table this as an issue. NCC will advocate for the changes at City Council in 2021.

· C Ockert: Other NCC updates:

o Group now consists of all but two neighborhood associations city wide

o Will meet Dec 12th to discuss their goals for 2021

· K Wiens: Tree Summit sponsored by LO Watershed Council was held on Nov 21st via Zoom and KW and SG as well as two new councilors and new mayor attended. Summits focused on Urban forest care and management issues.

· K Wiens: Pre-App training. K Wiens underwent City pre-app training. Where she learned:

o Overview of the process

o Role of the neighborhood association rep in the process

Pre-Apps

· C Ockert and J Bolland attended 2 pre-apps with one to happen 12/3:

o D Street project (above the Kaddy carwash).

§ Property covers 2 zones (R0 and EC) so different codes apply

§ Developer looking at 3 level Town homes with parking underneath (total 4 floors)

§ City advised there would be infrastructure (sewer line) issues with this proposal

§ Issues with proposed building height

§ Waiting to see if this progresses

o 940 Cumberland Road Residential Infill Design (RID) project.

§ Residents want to re-model the front of the house

§ C Ockert and J Bolland found no issues with the proposal

o 1250 Sunningdale Road proposed lot split.

§ Heritage tree on SE corner of front

§ Developer proposing a lot split that would require a flag lot

§ Neighborhood plan calls to avoid flag lots if possible

§ C Ockert and J Bolland will meet on 12/3 pre-app to see details and get back to the board at the January meeting

New Business

· S Gustafson: Two more historic structures in FAN may be threatened:

o Johnson barn property has come up for sale. Unclear what implications are for the historic structure.

o 759 4th St house, built in late 1890’s has been sold and is slated for demolition. Historical, Heritage groups have been advised and seeing if the home can be saved or at least photo documented.

· S Gustafson: Ideas for 10th Street water tower property park

o K Wiens has spoken with a few neighbors who like the idea of a park instead of houses.

o C Ockert proposed a paver and bench area

o J Schinn spoke of native species plantings, keeping it natural and using the area as a nature learning area

o Proposed talking more to the neighbors and possibly inviting them to the January meeting
