Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson. Meeting was performed via Zoom web-conference software due to the COVI-19 restrictions.

Chair Communications

· Annual meeting planning- need to discuss options for the meeting and voting

· Candidates Night- need to discuss how or whether to hold this in the Fall

· City boards and commissions are seeking new members; contact Sharon if you are interested in applying

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 381 Ninth street; 41” and 43” Doug Firs on property perimeter. SG working with Evergreen neighborhood to oppose removal for development. Tree Permit Application under review.

o 915 B Ave; 48” Doug Fir removal for addition to home. FAN-FH has not opposed. Permit approved per approval of building permit

o 515 Fifth Street; Pre-app for co-habitation housing would like removal of 42” and 52” Doug Firs. Tree Removal Application on hold from Sept. 2019

o 767 Tenth Street; Three large Douglas firs; 42”, 36”, 30”. Tree Removal Application on hold from Nov. 2019. Planning Staff is waiting for new information from the developer. Tree protection fence has been removed from the property.

· Treasurers Report- Dennis O’Neill

o Account has $275.00

· Emergency Preparedness – David Rudawitz, Jeff Weins, Kathleen Weins

o Application for NEP grant for prep materials on hold as City has not released guidelines yet

o DR has contacted other neighborhood associations to construct a list for the grant

o City has put on hold any assistance with the Map Your Neighborhood project

Updates

· North Anchor project; CO spoke with the new developer regarding communication and involvement of the FAH-FH NA as plans take shape. Developer asked to come to June meeting to introduce her team and go over the initial plans.

· Commission for Citizen Involvement (CCI); CO updated the group on the current work being done by the LO Neighborhood Chairs committee focus group on updating the CCI. Focus group presented a new plan for CCI composition to the Planning Committee last month at a work session and a sub-committee is working on updating the By-laws and Rules for Neighborhood Associations for presentation again to the Planning Commission at a date TBD.

· Gateway Arch Sculpture project; CO updated on proposal for a new sculpture by artist Ed Carpenter to be placed at the foot of Terwilliger Blvd and State Street. Installation will require removal of a small grove of trees. Board understands the need but would like to see on site mitigation if possible.

Pre-Apps

· 515 Fifth Street, “co-housing” project; CO and JB attended pre-app for a new project that would install a 4 floor, 10 unit project with a common kitchen on first floor serving all units. The “co-housing” definition is from Staff interpretation of the code but does not appear to fit any current code for dwellings in multi-family or congregate housing (current code says each dwelling must have its own kitchen). Board was shown drawings and floor plans. Board consensus was to have CO write a letter to the City regarding the lack of process and rejection of staff making this into code languages by way of interpretation.

New Business

· Natural resources; KW mentioned action for Urban Forest Management in the Evergreen neighborhood where volunteers pulled out invasive species from an empty lot. Encouraged others to get involved.

· Noise in the Neighborhood; SG and KW updated group on issues regarding noisy gas powered landscape equipment use and actions being considered to bring this up at Council.

· New Paving FAN; City will be repairing and sealing streets in FAN this summer. The board would like to receive an update on the plans from the City and invite Joel Komarek to the next board meeting. Could also advise status of the Tenth Street water tower project.

· Nose-in parking; SM brought up seeing this more and more in the neighborhood. Current FAN standard is for parallel parking only.

· Ironlight HVAC noise issue; MH is aware of the issue and working on options
