Coordinating Committee Meeting Minutes April 2, 2014

1. Treas. Report: $379.61 paid for non-profit state corporate registration fee

2. Annual Meeting Update (MM): May 9th, Masonic Lodge, 6:00pm

Flyer prepared, to be sent out by the 22nd

Displays of the North Anchor lots and info from City

There will be City reps there to listen and answer questions on North Anchor

Other announcements and discussion about what the neighborhood association is and does

Election of CC members and officers

Lawn signs to advertise the meeting (Dave Rudawitz) flyers to put in business windows

3. Transportation System Plan (TSP) update (JB)

    • Plan presented to planning commission and rejected it

    • Emphasis is on Foothills development

    • Transportation advisory board never voted on it

    • PC wanted staff to get neighborhood comments

    • Staff wants neighborhood input within the next 2 weeks

    • Plan includes numerous projects affecting FAN and Forest Hills, no maintenance budgets for streets, only new projects

    • Plans calls for upgrading road classifications for many areas

    • Discussion:

        • Need to see a readable description of the neighborhood projects

4. Pre-application meeting for improvements to Lady Di (JB): No issues, everything looked good.

5. “Unruly Gatherings” Ordinance:

    • Put forth by LOPD in response to a underage drinking parties

    • Has gone to council twice

    • Calls for enforcement with groups of 20 or more, noisy, public disturbance, intoxication regardless of age (broadly drawn)

    • Home-owners could be fined (even if not involved)

    • Discussion:

        • Party houses can be a problem (rented houses for parties), social media makes for large parties quickly

        • Need a more narrow ordinance maybe based on party houses

6. Clear and Objective Standards

    • State requirement for “needed” housing for “clear and objective path” to get that housing built. Just applies to commercial zones

    • Staff is putting together a plan on this, generating new codes

    • Does not seem to be relevant to FAN but

7. Community Development Code streamlining and updates

    • Clarion group went through and cleaned up the City code, now time to streamline and fill in

    • For FAN R6 zone staff wants some changes to minor variances

    • Updates are a list of staff proposed changes to code wording

    • Change to allow non-conforming use for an extra 3 years (?)

    • Broaden change of use definitions

8. Sunningdale tree grove (CO):

    • NRAB meeting 4/2 (this evening) wants to preserve that site, contacting HRAB to collaborate on designating it for a memorial pocket park honoring Bill and Dorothy Stafford

    • Possible use of neighborhood grant for sculpture

9. Front Porch and corner lots (CO):

    • Staff brought issue to planning commission but did not explain properly

    • Planning commission did not understand the presentation

    • Neighborhood position is that a front porch is connected to a front door and that staff is miss-interpreting the existing code

    • Infill design manual agrees with the neighborhood position

10. Wizer redevelopment update (JB):

    • Kessi group met with Evergreen group and will come back with a new plan in May

        • Plans to address DRC objections

11. Sensitive lands updates (JB):

    • Tree groves designation removal from 6 sites

    • Staff update on “fixing sensitive lands”

        • Confusion on document lists vs maps: clerical errors pointed out

        • Apparently code does not allow corrections to clerical errors

    • Upcoming grant cycle:

        • Candidates night in October

        • 2015 annual meeting

        • Pocket park work on Sunningdale

        • Computer list serve work
