AGENDA

Water Tower Project at 10th and C, Joel Komarek, City of LO

· 605 10th street, 4 parcels. Listed as asset to the parks dept

· Reservoir, circa 1925 and water pump station circa 1950’s serving reservoir at Knauss Road

· Tank out of service for several years, pump station at end of life

· 2020 paving projects in FAN coming, want to combine with new water pipe coming down C Ave (install first)

· Demo out tank and old pump station, construct new pump station approx. 25 by 25 ft

· Design contract awarded, will see designs presented soon

Discussion: Consensus is to preserve the 4 parcels as a park.

· High school political action committee project?

Draft Paving Plan (Joel K)

· Fan/FH in 2020

· Slurry seals and mill off/overlay pavement projects depending on condition

· Neighborhood input on problem areas in Fall 2019 planning

6 Corners roadway rehabilitation project (Carole O)

· 6-8 month project to dig up the road between A and Country Club

· Replace water lines, etc and re-pave

· C, Bayberry and A and 10th on North will be closed

· No stop signs on Country Club or A and 10th. A will flow through to Signal at 8th

Tree removal at Bayberry 4 parcel development (Rob and Tina Matthews)

· Lot fronting Bayberry, want to take out a 57” fir tree that cannot be mitigated in home footprint

· Will work with Tree Committee on mitigation tree suggestions

Reports/updates from board members around the table

· Prep LO report (David R)

o Emergency supplies updates, some neighborhoods using their neighborhood grant money

o Emergency Contact for each neighborhood

o City provides CERT training but not involved further

· Tree report

o Recent permit apps withdrawn

o 22 tree removals on Wembly Park by Renaissance Homes on hold pending new plan to City

Brief review of items active at City Council

· Staff code change proposals to Planning Commission 2019

o R6 Garage location 15 ft behind front of house

o R6 Roof pitch match to existing dwelling on remodels

o R6 Clarify primary and secondary roof forms

· Other possible Planning Commission items for 2019:

o Covered outdoor patio and building footprint

o Tree code and development code together for site planning (city wide)

o Seasonal holiday party for NA boards and commissions at the end of 2019

· New City Hall

o Jim B was part of a neighborhood review with Evergreen reps to look new City Hall design

o Design open house Dec 19th 6:30 pm (at Old City Hall)

Items from the floor

· From Old Town NA a proposal addressing various concerns:

o No cutting old trees

o Ban gasoline powered leaf blowers

o Asbestos and lead abatement in demolition

o Ban certain pesticides and herbicides

o Ban rodent poisons and require locked dumpster lids

o Sustainable deconstruction of homes

Board does not want to take on actions in this proposal at this time, refer to the Sustainability Advisory Board.

· Development Code Refinement for Tree Preservation (Kathleen W):

o To Sustainable Advisory Board for 2019 goal setting

LONAC membership to be paid for by the chair personally

Festive Fronts Holiday Lighting Contest

· Working up judges for viewing on Dec 17th

· $75 gift card for 1st and $50 gift card for 2nd
