Meeting called to order at 6:30 pm by the Chair, Sharon Gustafson at the Lake Oswego Public Library Baars Meeting Room.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson

o 6th and D Street Fir; after 2 wins at DRC applicant withdrew, applied for hazard tree permit, City hired arborist who ruled not a hazard.

o 515 Fifth Street trees; application is on hold

· Treasurers Report- Dennis O’Neill

o $370.11 in account

· PrepLO – David Rudawitz (absent)

o Jeff Wiens gave run down of the Emergency Preparedness meeting (below)

Updates

· Annual Meeting Report; Carole

o Turnout 36 attendees

o Good speakers on the emergency preparedness

o Elections on coordinating committee voted on by attendees

· Emergency Preparedness Meeting; Jeff

o Good turnout

o Names taken on various topics to work on

o CERT training this spring

· Demolition fees; Carole

o Council hearing last night

o $15,000 fee per tear down, $5,000 reduction for deconstruction

o Fees to go to Parks Department maintenance

o Testimony given against by Home Builders Assoc. and two other persons

o Unclear when it would be enacted, hearing will be Dec 3rd to finalize

· Cook’s Butte Tower; Carole

o Emery Family rescinded their permission

o Council voted to end discussion on that site bringing subject to an end

· Milwaukee to LO ped/cycle bridge; Carole

o Council heard testimony

o Voted to end discussion and oppose the bridge, ending its viability

· Annual Code Updates; Carole

o R6 specific updates meeting on Nov 12th Carol, Jim and Sharon will meet with staff along with builders group

o At planning commission currently are non R6 code updates

§ Highlights that might affect FAN-FH:

o Item 18. Dormers; Allows protrusion into set back planes

o Item 19. Side set back planes on upward slopes; Eliminates side yard setback plane requirements

o Item 22. Expiration of development and conditional use permits for public facilities; Eliminates or expands the sunset on these types of permits

o Item 23. Parking standard change for any commercial district; Allows “tandem” parking for employees and Valet/attendant to meet parking standards in specific uses if attendant is on site.

o Council will hear this in December

o Another round of proposals Council wants the boutique hotel concept

o Pathway projects will be discussed at Nov 12th work session

o 75-80 attended

o Values of trees to City and neighborhoods

o Urban forest plan for Mountain Park

o Dan Vizene facilitator, encouraging more activity for tree stewardship

o Next steps to protect urban forests

o Definitions of a neighborhood associations and its members by staff

o Push from staff and developers to continue no notification to renters on land use/ NA chairs present wanted renters notified

Pre-Apps

· Waluga Lodge; Jim

o Prospective buyers want to use the site (with restorations)

o Masons will continue as tenant, create offices, other retail uses

o Staff explained no parking requirements if no change of use

New Business

· Carole Ockert nominated to be the new Land Use Liaison to the committee.

o Motion to accept by Jim Bolland, seconded by Kathleen Wiens, unanimously approved by committee
