AGENDA and MINUTES
1. LOTWP - that's the Lake Oswego Tigard Water Project
Jane Heisler and Joel Komarek will be here to describe the trenching
activity in FAN over the next several months
· First week of August installation of storm line up B St from State to
7th St, Daytime blockage for 2-3 weeks
· By January 2015, water line installation A St to 9th and then down B St
to State St, Daytime blockage for 2-3 weeks
· Trenching and patching will be one block at a time for two different
trenches
· Buses will divert to A Street when B is blocked
· Putting up posters in library and post office
· Will repave curb to curb up to 5th and then full width paving up to 10
St. (Spring 2015)
2. Reports
- Treasurer's report (O’Neil): $358.50 in the checking account
- Downtown Parking Task Force (C. Ockert): Citizen Task force had sent
out recommendations in October 2012. Planning Commission asked for a
new parking task force. Concern about the composition of the new
committee and whether Fan-FH will be represented.
- Block 137 (Wizers) update with focus on parking (C. Ockert): Monday
6:00pm July 21st is the DRC hearing on the revised application.
· Types and numbers of parking places:
· Use of hydraulic lifts as parking spaces
· Bike parking spots are at the front of each car spot
- Transportation Systems Plan (C. Ockert):
· FAN-FH was successful in adding wording that the neighborhood
association will be heard and any changes have to be measured against the
Neighborhood Plan.
· Plans for pathways through private property have been mostly removed.
· Will come back to Council July 29th
- Edge of roadway R6 code update (C. Ockert): Where the house setbacks
are sited are currently defined by the "edge of roadway" or edge of the
pavement, which varies widely depending on width of the street. CO
and JB met with senior planner and City surveyor. Staff cannot defend
rational for the ordinance and it was agreed to drop it and use the
property line.
- Sunningdale site (C. Ockert):
· Sunningdale water tower property was approved by NRAB and PRAB approved
and recommended the property become a city park.
· Councilors Jordan and Hughes brought this forward to the council for
approval. CO contacted City Attorney for directions on how to proceed.
· Kim Stafford advised asked for meaningful dates for the Staffords.
· Need a name for the park and a date for the dedication, ask Kim?
· PRAB does not want this to be an "active" park but a "contemplative grove."
- Front Porch update :
· Per Asst. City Attorney E. Boone R-6 is different from other zones and
code does limit lot orientation choices
· Met with senior planner who supplied re-writes of the code which we
don’t need, as that would require a re-write our neighborhood plan.
· Planner says there is "no definition in the code for ‘front’"
· Further staff will list all the properties built with the mistaken
interpretation as "non-conforming"
· Board consensus is to proceed with forcing code to be correctly applied
Other: D. O’Neil brought forward Air B&B concept coming to LO and will
have implications in the neighborhood
3. Candidates Night, Thursday, October 9th 6:30- 8:00pm at the ACC
4. Discussion on
- Clear and Objective housing track
· Fast tracking multi-family developments with minimal citizen input or
review
· All applications once submitted are public information
· Board consensus is to ask staff to inform NA’s when new applications are
submitted
· NA’s should put forward ideas of what Clear and Objective means
- Nonconforming and variance code amendments
·
