Meeting Minutes

Treasurers report (D. O’Neil): $389.11 (no change)

Achievements from 2014: Where we were last January and our achievements

    1. North end anchor awareness at Annual Meeting

    2. Council Candidates Night; “speed dating” format very successful

    3. Tree Committee action; Thanks to Martin Monto and Sharon Gustafson!

    4. Sunningdale Wm Stafford park site at old water tower property. Carole met with Kim Stafford and Frank Boydon (sculptor) about dedications and a new stone sculptural piece. We can submit a City grant for $5k and look for matching funds to commission the sculpture. Hoping to dedicate in April during National Poetry Month and again once the sculpture is installed.

    5. Comp plan approval; language improvement to make more neighborhood friendly: Thanks to Chris Clee!

    6. Transportation System Plan (TSP); improvement to language to make more neighborhood friendly

    7. A and 6th property protection of R6 lot adjacent to what is now Kyra’s and a new thriving business at the commercial location

    8. New neighborhood grant (2015 survey)

    9. Two new pre-app trainees: Thanks Maria Meneghin and Glen Lowe!

Getting closer:

    1. Front porch resolution; to make code interpretation consistent with our neighborhood plan, Jan 20th hearing at Council.

    2. Multiple duplex issue; which would allow multiple family density into R2 zone with ministerial (staff) decision and no neighborhood input. It is to be embedded into the Clear and Objective Housing Standards resolution, Jan 20th hearing at Council.

    3. Clear and Objective Standards; defending Neighborhood minor development input in large developments and not let this be ministerial, Jan 20th hearing at Council.

    4. North End Anchor; Jan 31st Evergreen and FAN^FH to host open house at LOACC 9am-1pm.

    5. Downton Parking Code; Planning Commission wanted the same 6 member group (equal mix of Chamber, Developer and Neighborhood) to be re-assembled but a new group is being formed by Chamber of Commerce with no designated Neighborhood Association members (just 3 citizen members at large). Direction from the committee was to not participate in the Chamber task force and instead to form a neighborhood task force to study the issue.

    6. FAN^FH Survey; Must complete the Grant by end of June. Formed a survey sub-committee (Karl O., Dennis O., Maria M., Jim B. and Martin M.) to come back to full committee with a first draft of questions to be asked in the neighborhood survey. Topics for survey were discussed: items from the 2012 survey ie, neighborhood priorities, density as well as other timely topics like North End Anchor (use input from our annual meeting), Downtown code review, Construction issues, etc.

New Issues:

    1. Lot orientation in R6; City wants an advisory opinion on corner lot at 10th and B where a lot split is being requested that would change the orientation of the new lots such that they would not access from the alley and that would be a code violation.

      1. A motion was made by Maria Meneghin and seconded by Dennis O'Neil with the intent that no lot in R6 shall be reoriented such that it would remove alley access from the rear of that lot and that any lot being split in any way must be oriented such that all created lots will be oriented to have direct alley access from the rear of their lot. This was met with unanimous approval, the vote 11 in favor, none opposed.

    2. Post Wizers downtown code revisit; get the 2015 neighborhood survey input

    3. Jan 25th tour of FAN^FH with the Planning Commission members

    4. Tree code changes; Council looking into changes in tree code, City will have “community wide discussion”
