FANFH Annual Meeting, 2017

Oct. 3 at the Adult Community Center

-We had 54 people sign in and there were also some late arrivals who did not sign the sheet.

-The display items during the social half hour were the redevelopment map of FANFH and the 3rd and B project.

-The Park Ranger from Tryon Creek Natural Area, Deb Hill, gave an excellent powerpoint presentation on the flora and fauna of the park, followed by questions from the floor on ivy removal, deer, trillium, coyotes, crime

Carole Ockert, Chair of the neighborhood assoc. presented on the accomplishments of the neighborhood Coordinating Committee over the last several years and what is coming up for 2017-2018

2015 survey example: the Demolition Notice signs that must now be posted by developers – we have noted and addressed with staff that the signs have been filled out improperly with no ‘demolition date on or after’ posted- staff will now correct this

-We have a FANFH Neighborhood Plan

-We have design guidelines

We work to achieve good redevelopment fit

Annual Code Updates

-next up: - Pop-up Preschools – Staff put forward code change to allow preschools in any residential zone without a conditional use process that allows for community input

-Flag Lots & code –Planning Commission hearing Mon. Oct 9th

-Footprint in R6 -Jim Bolland –subcommittee looking at shrinking the R-6 building footprint to save significant trees.

-Noise (AC units)-setbacks & code –PC hearing Mon. Nov. 13

-Tryon Creek Sewage Treatment Plant -Dennis O'Neil –looking at zone overlay for upgrade to plant

-City Hall/Police Station–Arts Council/Booktique meeting Thurs. Oct. 19, 6-8

-North Anchor Development – Coord. Committee following project

-3rd and B – sketches at table for review

-D Avenue Project -reported that City staff attended the Sept. FANFH Coord. Committee meeting. Represented that they had reached the decision to meander D Ave. They reached that decision without having done a cost analysis comparing a straight road vs. meandering; they have no data on tree removal of meandering road vs. straight; they have no traffic study showing impact of a meandering road on other streets in the neighborhood; they have not looked at the pace and timing of redevelopment on D Ave and concept that they may be oversizing and overspending on a system designed to collect stormwater from lots that will have to collect their own stormwater on site after redevelopment. When asked why they chose to meander the road, they said they had seen a road in a neighborhood in Seattle that they liked and they wanted to copy it here in FAN. Comment from person who attended City mtg. thought most people attending that mtg lived on D.

-Right of Way - potential for costly legal ‘misunderstanding’ if it is not clear where property stops and city right of way begins

-Tree Subcommittee -Sharon Gustafson, heads the tree subcommittee, explained the group email and notification process, Kathleen Wiens- made copies of editorial ‘In Reality, Money Really Does Grow On Trees’ by Lisa Brisley available, talked about trees saved and encouraged participation.

Bylaws update

ARTICLE 111. MEMBERSHIP AND BOUNDARIES

Section 1. Voting membership shall be open to all persons who are eighteen (18) years of age or older and who reside, own property or own fifty percent or more of a business located within the boundaries of the Association.

ARTICLE V. COORDINATING COMMITTEE

Section 1. The Coordinating Committee shall consist of the Chair, the immediate Past Chair for a period of one year following their tenure as chair, the Vice Chair, Treasurer and Secretary, and members of the Association elected by the voting membership such that there is a minimum of ten members total on the Coordinating Committee.

The vote was unanimous to adopt these new bylaws.

Promotion of the Festive Fronts holiday décor contest

Last presentation slide asked for written input on ‘Two things I value in FANFH’ on preprinted slips passed out.

Comment on growing noise from yard blowers, comment on yard blowers kicking up dust clouds in alleys, comment on traffic cut- through in neighborhood, perhaps 20 mph more appropriate.

There was a request to have more open discussion time during the annual meeting and also a suggestion that having the social half hour at the end of the meeting rather than the beginning might be better because people would have more in common to talk about.
