City Manager Scott Lazenby, introduction to the neighborhood:

Role for neighborhoods include safety, neighborhood watch, storm response and convey neighborhood issues forward Neighborhood associations can give ground floor input on design on issues as they come up City support for neighborhood email list?

Diana Smith-Bauer, Alley clean-up project for First Addition:

Neighborhood alley ways are a public right of way and must be maintained and free of overgrowth and vegetation Neighborhood cleanup day scheduled for Saturday, November 2nd Allied Waste will provide free drop boxes at the ACC at 555 G Street and the water reservoir at 10th and C streets for yard debris only. Kraft yard bags for yard debris only are also available at the Citizen Information Center at City Hall and will be picked up as well on Monday, November 4th at no charge

Pre-application hearing on Bayberry lot split, Wednesday October 23rd at 6:00pm at the ACC

Comprehensive plan updates

o Concern with clarity of the document, too much time spent in planning

commission meetings trying to figure out what the sections mean, two areas stand out as relevant to the FAN^FH neighborhood:

o Neighborhood Commons are publicy zoned areas that can be used as a

temporary market for small businesses i.e. school properties, parks, etc.

very ambiguous definition and up for over-flexible interpretation

o Multi Modal Mixed-Use Area (MMA) for the downtown eastside. Was born

from the Foothills development proposal to ease ODOT enforcement on Highway 43. Allows for “tolerable congestion” in the downtown and easing of parking, traffic and density rules.

o M. Monto moved that FAN^FH urge the City to remove the MMA form the comp

plan, approved unanimously

o M. Monto moved that FAN^FH urge the City to remove the language about a

provision for temporary small businesses in the Neighborhood Commons area from the comp plan, approved unanimously

New business:

M. Meneghin: Discussion on possible City-Neighborhood Liaison Development liaison with the City to give input on relevant large scale developments in our neighborhood Idea is to give input early on concerns before the process is finalized and decisions are made One idea to ask Council to designate City staff member to work with the neighborhoods proactively - another idea is to ask for a city councilor to be a designated connection for neighborhood associations Would prefer a structured position rather than informal Tabled until next month

J. Bolland:

LONAC Saturday, October 5th will feature a primer on giving testimony to City commissions by Planning Commission member Adrian Brockman

D. Rudawitz:

Ask City to pay for additional dog waste bag and disposal stations around the neighborhood and City from dog license fees.
