FAN^FH Hills Coordinating Committee Meeting

March 6, 2013 7:00pm LOACC

Agenda:

Committee members present: Carole Ockert, Karl Ockert, Donna Lowe, Glen Lowe, Maria Meneghin, Martin Monto, Dennis O’Neil, Chris Clee, Jim Bolland, David Rudiwitz

Guests: Ron Bunch, Diana Bouwer

Comprehensive plan update presentation by Ron Bunch, interim LO Planning Director:

1. Re-organizing the planning department

2. Align staff priorities with the budget committee

3. Provide guidance to CAC and the comp plan updates

a. Has been involved with 10 comp plans in the state, including the existing LO plan

b. Comp plan establishes goals and policies as basis for future action

c. Primarily a land use plan, compliant with state land use planning goals and requirements

d. Has been worked on for 3 years, Council wants the plan done by July

e. Planning commission reviews, holds hearings and then goes to Council for review, hearings, etc

f. April, planning commission public hearing on the first 5 completed sections

g. June, Council will have a public hearing and possible approvals, remand, etc

h. Remaining sections to be worked on completed by CAC by July and sent to planning commission and Council (July-Sept)

i. Planning commission will lead action measures coming out of the approved comp plan goals.

j. Ron will provide a side by side comparison of plans from the old comp plan and proposed comp plan prior to the first set of hearings in April

Annual Meeting:

Date: Friday, April 26th LOACC, 7:00pm to 8:30pm

Content: Guide dogs presentation, Presentation on alley way Clean Up Day.

Officers: Dennis volunteered to stay on as Treasurer, Carole volunteered to stay on as Chair, open for vice Chair, Secretary.

Committee Reports:

Pre-APP (CO): New sign at Oswegan Apartments, does not conform with the neighborhood color and character.

Treasurer (DO): $576.61

Website:

1. Committee to figure out how to find and get existing emails into database

2. How to get an easier link from search engine to FAN^FH website

Trees (MM): Removal at 9th and C St of 8 trees including 3 large firs. Removal at 615 9th St of 6 more trees. Martin to request electronic copies of the tree notices. Public comment to martinhabitat@yahoo.com

City:

1. Armory on South Shore changing use to private school - important note is they are reverting back to the underlying zone - good precedent

2. OLL school yearly traffic comment review

3. Neighborhood chairs will have an opportunity to meet with the recruiter for the new City Manager

4. Council action plan and 5 priorities

a. Comp plan completion

b. WEB plan resolution

c. Boones Ferry plan

d. Modify Sensitive Lands

e. Street maintenance

5. LOT-WP project status (JB):

f. Private funded forensic auditor presented findings Tuesday (3/5/13)

g. Council approved first set of project construction contracts

h. Council approved a request for proposal for an independent audit of the project

Old Business:

1. DeChaines complaint about stop sign at 8th and C St.

a. City will not install stop signs on C St, complaint being forwarded to Bouwer at city

New Business:

Bouwer: City to send out letter asking residents to trim back vegetation in alleys, City working on a plan to come through and pick up the debris. Discussion to have this presented first at the annual meeting, then letter after that. Carole will follow up with Diana to arrange for info. to be presented at annual mtg.
