Committee Meeting Minutes

Committee members present: J. Bolland, D. Condra, S. Gustafson, M. Meneghin, M. Minto, C. Ockert, D. O’Neil, D. Rudawitz, L. Rudawitz.

Committee members absent: C. Clee, A. Harris, D. Hennesse, J. Hennesse, D. Lowe, G. Lowe, J. Radich.

Meeting called to order by Chair Carole Ockert at 6:40 pm.

Treasurer report: D. O’Neil reported the Association has a balance of $331.11.

Trees. S. Gustafson reported there were no significant tree removal requests this past month. The City’s Ad Hoc tree committee will meet Monday, December 7th at the Adult Community Center and public comment time will be available. D. Rudawitz reported on some of the proposals floated during the last Ad Hoc tree committee meeting.

Also on December 7 there will be an “Urban Forestry Un-forum” sponsored by the Intertwine Alliance held at the World Forestry Center.

4th Street Townhomes. (6 townhomes on three lots between B and C avenues, in the center of the block, across from the Post Office and Rossman Park). Chair Ockert summarized last month’s decisions by the Coordinating Committee which were that the committee is okay with the modified front roofline, okay with not having the stone wrap the sides of the buildings and okay with the developer not installing public art pedestals, street furniture and hanging baskets. The committee was not okay with the decking over the garages. This month the chair showed the developers revised drawings (front, back and overhead) of the project showing over each garage a 330 square foot room with a peaked roof. The builder is asking if the committee would send a letter supporting this latest design. City Staff has concerns about elements of the project and the Chair received a copy of their letter to the developer.

The Committee approved sending a letter supporting the design as shown in the images in the resubmittal plans for the L.O. Townhomes dated 11/17/15.

Design Review Committee (DRC). The Coordinating Committee supported the Chair’s request to comment on behalf of the neighborhood association at the upcoming DRC meeting supporting the 4th St Townhome project in accordance with the approved FANFH Coord. Committee position.

Veterinary clinic remodel. The existing vet clinic at 3rd and C, which shares the alley with Rossman Park, is planning a major remodel. Because this is in the EC zone there are display window standards. The committee supported the owner’s request for a variance for those requirements.

Lake Oswego Neighborhood Action Council (LONAC) proposed goals for the city. Annually LONAC drafts goals it would like the city to pursue and a draft of the 2016 document was distributed. As an organizational member of the Council our neighborhood committee can vote for or against the list of goals. After review and discussion the consensus was to ask our chair to abstain.

Planning Commission Goals. Previously, after seeking input from Committee members via email, the Chair submitted proposed goals for the City’s Planning Commission. She reported that Evergreen Neighborhood Association supported our goals. At their last meeting however the Commission failed to adopt goals. Planning Commission member John LaMotte clarified that this year each Commission member will submit proposed goals which will be compiled and shared and perhaps be discussed at their next meeting.

Facebook for FAN-Forest Hills. Miles Haladay has suggested that the neighborhood would benefit from having a Facebook page and may be available to do a presentation at our February meeting. In the meantime there was no one available to pursue development.

Joint meeting with Evergreen Neighborhood Association. Chair Ockert followed up with the Evergreen Neighborhood association about having a joint meeting. A joint meeting in March is okay and the location will be at Our Lady of the Lake Catholic Church, where Evergreen N.A. normally meets.

Substandard Lot Update. The City Council at their last meeting heard public comment and a staff report on the Planning Commission’s work on sub-standard lots. The issue was primarily driven by development of sub-standard lots in the Hallinan Heights Neighborhood. The City Council rejected the Planning Commission Proposal.

Sensitive Lands. The City Council approved new maps for sensitive lands which eliminate upland tree groves and add some 140 new residential properties.

Zero lot line development in FAN-Forest Hills. Ed Brockman, (real estate broker, FAN resident and Planning Commission member), in testimony before the City Council mentioned how zero lot line buildings might be built on substandard lots and specifically mentioned FAN. Chair Ockert will try to follow up this comment to see if there’s more to it.

Storm Water Code changes proposal. The Planning Commission has looked at the new standards and suggested changes. City staff will return with draft changes. These may go before the City Council in January. One of the concerns is over which remodeling or building changes (such as a new deck, repaving a driveway or second story additions) would trigger new requirements for on-site storm water management.
