February 6, 2013 FAN^FH Coordinating Committee Meeting Minutes

February 6, 2013, LO Adult Community Center Cedar Room, 7:00pm

Committee members present: Karl Ockert, Donna and Glen Lowe, Chris Clee, David Rudawitz, Sharron Gustafson, Dennis O’Neil, Maris Meneghin, Darrel Condra, Martin Monto

Guests: Richard and Joanne DeChaine, Jeff Gudman, Karen and Earl Bowerman

Agenda:

1. Information from guests

a. Request by the DeChaines for support for a 4-way stop sign at corners of 8th and C streets due to low visibility on north side of 8th street corner due to foliage. Committee concensus did not support new stop signs and recommended that the foliage be trimmed back. Voted to write a letter to the City to alert them to a problem at the intersection and ask for an installation of a highway speed indictor to help slow down traffic. Karl Ockert to draft and send the letter.

2. Update on North Anchor properties

a. Karl Ockert and councilors Gudman and Bowerman updated the committee on the status of the two properties the City owns at 1st and B streets (the “north anchor”). The properties are in FAN and the committee wants to be sure that FAN^FH is included in discussions about possible actions by the City with the properties especially in connection to preserving the surrounding neighborhood character and adequate parking. Councilor Bowerman suggested a FAN^FH representative speak to this in the upcoming Townhall meeting 2/12 and also in public testimony at the 3/5 council meeting where the properties will be discussed.

3. Townhall meeting 2/12 (council priorities and budget)

a. The city council will hold its first Townhall meeting on Tuesday, February 12th at the council chambers starting at 7:00pm. Testimony will be encouraged by citizens especially on the subjects of the 2013 council and budget priorities. Results from the FAN^FH survey that are germane, ie pedestrian safety, preserving neighborhood character, street repairs, etc will be presented.

4. Foothills URD

a. The Foothills URD was repealed at 2/6 city council meeting

5. Second Street update/improvements

a. Work to start soon on 2nd St between A and B Streets, work to update and improve the area.

b. City working to allow parking in the immediate area where possible to mitigate parking impact on the neighborhood.

6. Committee reports

a. Comp plan CAC, Chris Clee: consultant let go, committee told to wrap up by July, councilor Gudman is the new CAC chair and council liaison.

b. Trees, Martin Monto: Concern over the hazard and invasive tree removal permits. Monto would like to re-send the previous committee letter addressing these concerns to the new council which is reviewing the tree code.

c. Pre Apps: Karl Ockert noted invitation by Key bank to view planned store front improvements

d. Treasurer report: Dennis O’Neil, $601.61

7. New business

a. Email database project, sub committee will consist of Peter Sweet, Chris Clee and David Rudwitz. They will meet to determine the project objectives and options for implementation.
