Meeting called to order at 6:35 pm by the Chair, Sharon Gustafson at the Lake Oswego Public Library Baars Meeting Room.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson;

o Chandler Road. 43 inch Fir (permit withdrawn) and 18 inch Maple

o 767 10th 3 Firs (permit on hold)

o 432 Fifth on west side 14 inch cherry

o 1141 C Ave permit three applications for Type 2 permit (not applied yet)

· Treasurers Report- Dennis O’Neill;

o $370.11 in account

o 2020 state regulatory filing will be $100.

· Emergency Preparedness – David Rudawitz/ Jeff & Kathleen Wiens;

o Emergency plan being drafted. Meeting held last month. Looking for templates. Meeting with Fire Chief next week (2/12) to discuss City plan regarding continuity with Fan/FH plans.

o Map the neighborhood has about 12 people working on a door hanger for information gathering

o Jeff has attended Prep LO meeting. Shelter and supplies target is a minimum of two weeks.

Updates

· R6 diagrams and graphics changes proposal to Planning Commission. Motion made by Jim to approve the Staff version of the changes as proposed by Staff as of memo dated February 10, 2020. Seconded by Kathleen. Passes unanimously. No minority position to record.

· LONAC meeting highlights:

o Stafford Triangle status of future vision

· Commission for Citizen Involvement (CCI) and Neighborhood Chairs Meeting.

o Staff is updating Citizen Involvement Guidelines (CIG)

o Planning commission is currently the CCI

o Staff has not incorporated NA recommendations into the revisions, Staff put their first draft to the Neighborhood chairs and Mayor meeting and met resistance. Sign up generated for a neighborhood chairs group meeting.

o Carole put together a NA chairs group meeting from the sign up and a work group is now putting together a draft version of the CIG

o Rough draft will be brought to the next NA meeting at the end of February

o Carole visited West Linn meeting regarding their CCI which is much more inclusive of citizens and scope and includes the president of their neighborhood chairs group

· Historic Preservation consistency effort. Update historical landmarks standards.

Pre-Apps

· 560 First Street. Very preliminary.

· Fourth Street. 15 unit condo project across from Post Office. Design for front façade has been changed since pre-app.

· Johnson Barn; Repair and restoration of Historic Landmark Johnson Barn

New Business

· Neighborhood Chairs Group Representation. Motion made by Karl to approve Sharon to represent and act on behalf of the coordinating committee at upcoming and future neighborhood chairs meetings. Seconded by Dave. Approved unanimously. No minority opinion to record.
