Meeting called to order at 6:30pm by the Chair, Carole Ockert at the Lake Oswego Public Library Baars Meeting Room.

Presentations

· Johanna Hastay, Ellen Davis City Planning Staff: R-6 proposed code amendments.

o Now listed as LU 19-0038 separate part of the annual code amendments

o 1a Roof pitch on new construction. Currently Primary roof form has to be minimum 6:12 pitch. What is primary and what is secondary? Committee recommended that primary roof form covers a significant part of the living space, as opposed to dormers, bay windows or front porch which could be considered secondary roof forms.

o 1b Roof pitch on remodels. Currently all work new or remodel must conform to the 6:12 pitch. Should there be flexibility? There is so much abuse right now of “remodels” that committee advised no alterations of current code.

o 2a Garage location- front porch on corner lot. New graphic as described is recommended by the committee. Clean up graphic to show front porch on narrow side of house instead of the long side.

o 2b Garage location- house stepped back. Should the garage continue to be set back 15 feet behind house? Committee recommendation is “yes” do not change.

o 2c Garage Access- Corner lots and alleys. Garages currently shall be accessed from alley if available. If on a corner lot it may also be accessed from the street that abuts the side of the primary dwelling. What was the original intent? Original R6 required alley access if available. Change was made to allow street access. Committee is OK with keeping current interpretation.

o Planning will conduct a builder’s review meeting of R6 code amendments; Carole has requested FANFH be included in that meeting.

· Joel Komarek, City Engineer: Tenth Street Water tower project update.

o Moved pump station to the west and saved some Firs and Camellia hedge but will result in removal of some other (unhealthy looking) firs and a Hawthorne. Looks like a better outcome.

o Basic pump house design is unchanged from previous submittal

o Emergency generator access and panel outlet for recharging

o Timeline: 9th Street and C Street work March-April 2020 to install pipelines and electrical. Alley off C will keep open for access.

o Pump house construction concurrent with the street work.

o Current water tank will be removed (cut up and hauled off) after new pump station is on line.

o Communication through City website project page for updates and information

o Completion target completion at the end of 2020.

· Joel Komarek, City Engineer: FAN Asphalt mill and overlay, slurry seals.

o Some streets identified to be milled and overlaid with asphalt

o All others will be crack sealed and then slurry sealed

o Existing asphalt berms will be removed for the work and then re-installed

o Catch basins will be replaced with larger sumps

o Curb ADA ramps will be installed on corners with a sidewalk

o Notice and Communication through Pavement Management web page (up currently- updated weekly) neighborhood notice will be given with door hangers, etc as streets are prepared

o Work to be done in summer of 2020.

Subcommittee Reports

· Tree Subcommittee – Sharon Gustafson.

o Appeal of 534 D Ave tree permit. DRC has kept the application open pending a structural engineer review and decision due 8/19.

o House on corner of Rye and Bayberry (Castle house) want to remove two Firs for alleged tree root confinement against foundation of the garage. This was supposed to be a remodel. Original garage was left standing and is next to the trees. Roots have grown to accommodate. Motion made by Jim Bolland and seconded by Kathleen Wiens for Carole Ockert to send a letter on behalf of the Committee recommending this permit application be denied, approved unanimously.

o Permit application on Sunningdale was rescinded by the developer

· Treasurers Report- Dennis O’Neill account balance is $114.11

· PrepLO – David Rudawitz Not present.

Updates

· Annual Meeting. Sept 26th at the ACC 6:00-8:00pm. Topic will be Emergency Preparedness.

· Sharon Gustafson: LO Historical Board is working with new owner about Johnson Barn proposal to renovate and rebuild the historic barn.

· Kathleen Wiens: LO Tree Summit, Saturday October 5th from 9am to noon at the LO Methodist Church. More info at www.oswegowatershed.org

· Carole Ockert: Clarification with the board that all alleys in FAN should be open and available. Board in agreement that this is the case and is so noted in neighborhood plan.

· Carole Ockert: At last TAB meeting they started to review possible pathway projects across the city for action and Carole presented to TAB the goals of the FAN-FH neighborhood plan and the position of FANFH on various projects as was decided and recorded in the Transportation Advisory Plan.
