Meeting called to order at 6:40 pm by the Chair, Sharon Gustafson via Zoom web conference platform

Introductions of attending board members to guests.

Approval of the April 7th and Annual Meeting minutes:

Presentations

Subcommittee Reports

• Tree Subcommittee – Sharon Gustafson

o Forest Hills School: Type II Removal approved of a 15’ Red Maple

o 893 Tenth St: Type II Removal request to remove a 29” Hemlock damaged during ice storm. Comments due 5/5/2021. Currently no decision.

• Treasurers Report- Dennis O’Neill (no available)

• Emergency Preparedness – David Rudawitz

o Requesting board approval for a 2021 NEP grant for more emergency prep equipment totaling $1,816.25. Motion to approve request by J. Bolland, seconded by J. Wiens. Vote: Approved by board 10-0

• Land Use- Carole Ockert

o Library awning project tentatively approved by City staff

o HB 2001

▪ 2 Planning Commission meetings in April

• Builder perspectives on middle housing in LO and their need for incentives to build those

• Infrastructure report by City engineer. Not anticipating a major infrastructure issue.

• May 18th Council and PC will hold joint session to discuss

• May 24th PC work session on phase one work

o Short Term Rental (STR) sunset clause renewal

▪ Staff report noted that they receive monthly notice regarding who is listing units in LO and only about 50% of that number carry the required licensing.

▪ Five complaints were received within the last 2 years

▪ PC meeting in April voted to recommend a 1 year extension of the sunset clause to Council

▪ City scheduled to take this up at the June 1st meeting

o North Anchor project

▪ May 26th neighborhood meeting planned by the developer UDP

▪ Parking issues remain, C. Ockert and J. Bolland have met with both City and UDP in attempt to resolve but these remain an issue.

Updates

• Mayor’s round table; C. Ockert

o Held in April and consisting of various community groups, attendance good with strong representation from LO neighborhood associations

o Will be held quarterly

New Business

• Website updates. J. Cabral-Schinn

o Proposal to post items on the website about the FAN and Forest Hills history

o K. Ockert commented that our Google website must change to the new platform by September or it will be discontinued by Google. This may be an opportunity to change website providers and/or update the website.

o Consensus of board was to investigate the options and report back. J. Cabral-Schinn and K. Ockert will meet this month to discuss.

• LOSN.org. K. Wiens

o The Lake Oswego Sustainability Network will be hosting a Zoom forum on May 13th starting at 6:30pm the topic of discussion will be the transition from gas to electric powered landscape equipment.

• Demolitions. S. Gustafson

o 718 Third St. (Kohler house) demolition is proceeding by deconstruction

o 791 Fourth St. (Historic Landmark Brown/Vose House 1885). Land acquisition sign is up on the lot next to the house, which is part of the original historic site. S. Gustafson contacted Paul Espe, City Planner who confirmed this historic home is one of the oldest in Lake Oswego and should be saved. The adjoining lot, with newer ADU, could potentially be developed.
