Just southwest of Tobin, CA, turn right off of CA-70 onto a dirt road immediately north of the bridge (~29.8 miles southwest of CA-89, ~30.7 miles northeast of CA-149) and follow it under the railroad tracks up to the first switchback (~0.2 miles from CA-70). Park here and find the trail leaving the road to the west and paralleling Rock Creek. The cascades shown in the picture are ~750 feet away from the dirt road. Be careful here, however, as it is not a maintained trail and can be slippery. More cascades exist further upstream. These may be able to be accessed by following the dirt road up further, however I have not tried this myself.
