Cecil C. Arnold earned a degree in civil engineering from Washington State University in 1925.

Elmer Gunnette, Homer Hadley, and Cecil Arnold signed the Structural Engineers Association of Washington Articles of Incorporation on April 20, 1950. Cecil Arnold served as SEAW Seattle's second President. His son C. Adrian Arnold served as President in 1975.

In 1949, the firm of Cecil C. Arnold and Raymond G. Smith, Consulting Engineers, designed the Dalles Bridge over the Skagit River (shown here).The WSU College of Engineering and Architecture recognized Cecil Arnold with its Alumni Award.
