More CrossMgr Improvements

Improvements for CrossMgr are driven by user input.

A few of the recent changes are:

• Drag-and-drop CrossMgr race files or RaceDB Excel sheets onto the CrossMgr icon, or into CrossMgr main window to open them. More convenient to open files.

• Improved Change Race Start Time feature. It is now possible to change the start time of a Time Trial as well as a Mass Start race. In the case of a Time Trial, the feature is intended to take care of a mis-synchronization of the stopwatches, and before any rider's times are recorded. Just go to Tools/Change Race Start Time....
