Firstly, yes I do cycle, as I did when living in Kyoto (and Holland) - slow but safe cycling mainly to get to the subway/ train stations etc.
As for CHCH, we have a completely different and aggressive driving culture. While I'd be very happy to see a more Japanese or Dutch bike culture here there are plenty of precursors before anything like that will be possible. In the long run its probably a dead cert with oil running out.
My summary position would be that I like your direction and if you added up my decisions on Council it would be incremental progress towards your goal, but you would probably find me too slow moving for your preference because I would be mindful of the precursor changes needed to get there and I think from what I have seen so far you want to move to the solutions before the ground work in culture change has been achieved.
I hope my colleague Matt Morris has responded (he may be travelling back and not had a chance to respond yet) because he is much more where you are in terms of his thinking.
