I am a firm believer in both sustainable activities (sustainable on all levels) as well as an increased focus for DHBs on wellness/health as opposed to just 'treating sickness'. So the ideas you mention sound very exciting and interesting.
I would need to explore the background and merits of the questions before I would want to comment on specifics, but certainly the idea of encouraging more cycling in Christchurch is an excellent idea on many levels, and would have my full support. Your particular initiative itself looks like an excellent one, and your questions include a good mix of big picture strategic issues with practical steps that could be implemented easily.
