COMPETENCY-BASED MANAGEMENT 

The Core Competencies, Functional/Technical Competencies, and Leadership Competencies that have been Issued by the Civil Service Commission (CSC) serve as the foundation for the Competency-Based Management System. This method interweaves these skills in order to cater to the learning and development of the DOTr's workforce. The Department is working toward becoming a more standardized, efficient, and future-focused organization through the use of these programs, which were crafted from the recognized competency framework of each office and division.
