Robert Sparrow: Predators or Plowshares? Arms Control of Robotic Weapons (IEEE Tech & Soc. Mag, spring 2009)

1. This article suggests, particularly in its second half, interests proposals for limiting the damage or destructive capacity of automated weaponry.  However, the age-old question that arises from Sparrow's analysis is- how is his commentary particular or specific to robotics and autonomous robotics, rather than being applicable to all military weaponry?  Decide if you agree or disagree that, in fact, there is a qualitatively disruptive shift when we consider autonomous robotic military weaponry.  Then justify your opinion by drawing out specific arguments from the essay.
