Finely balancing fiscal deficit-

Banking is very sensitive sector, what is the biggest challenge in this sector now especially in terms of reforms?

Bank employees have done hard work during the lockdown and immediately after that. If anything, I would be answering to this question beginning with big thanks to all banks particularly the public sector banks and of course equally goes to private sector because employees of all the banks have really exposed to such a difficult environment, reaching out to far flung villages, ensuring all Government schemes to be implemented in good manner and that too with speed. I cannot answer any question on banking sector without beginning it with a big thanks to all of them for the way which they sat with dedication.

Today I had a meeting with newly appointed SBI Chairman Dinesh Kumar Khara. One of the questions that I asked he may or may not be directly involved into it but as a big brother among all the banks, he should be talking to IBA to short out issues related with bank employees, their pension, family pension and pensions of those who retired long time ago, whose pension does not commensurate with the pension of equal rank. So, that is something I am putting all my energy to make sure. I am communicating with IBA. Secretary (Banking) is also working with them. I told Dinesh Khara that this is something, I am very keen, I want bank employees to be given their dues. A lot of pensioners are waiting for very long time. Yesterday I had meeting with Rajkiran Rao of IBA. I spoke to him too. We need bank employees to be attended too, particularly their families and the pension of retired employees too. Pension matter, staff welfare, these are the issues on which I

STATE BANK OF INDIA PENSIONERS’ ASSOCIATION BHOPAL CIRCLEREVISED CONSTITUTION AS PER AMENDMENT PASSED BY THE ANNUAL GENERAL MEETING DATED 30.12.2018  AND APPROVED BY ASSISTANT REGISTRAR, FIRMS AND SOCIETIES, INDORE  VIDE THEIR LETTER  NO. 210/19 DATED 06/05/2019 1.         NAME OF THE ASSOCIATION: The Name of the Association will be “State Bank of India Pensioners’ Association, Bhopal Circle”.  2.         OFFICE: -The Registered Office of the Association shall be at Indore. The present address being 22, Shanti Nagar, Shrinagar Extension, Indore– 452018. 3.         OBJECTS:The objects of the Association shall be: -            a)         To organize and unite the Pensioners of the State Bank of India and its predecessors.b)        To foster a spirit of co-operation and close relation amongst the pensioners at all the centers in the States of Madhya Pradesh and Chhattisgarh presently in the administrative jurisdiction of the Bhopal Circle of the State Bank of India.c)         To safe-guard and promote the interest of all pensioners by legitimate and constitutional means in regard to (i) fixation of pension (ii) dearness allowance and (iii) any other benefits that may be considered necessary.d)        To provide funds for (1) granting relief to needy pensioners (2) meeting necessary expenses legal or otherwise when the claims of the pensioners are adversely affected.e)         To offer voluntary service to the Bank without detriment to the interests of the members of the State Bank of India Supervising Staff Association or the Award Staff unions.f)         To invest the money of the Association, not immediately required, in such investments as may from time to time be determined.g)         To raise and acquire such money or monies by subscriptions, donations or loans from members or other persons as may be determined and as may be necessary for the furtherance of the Association.h)        To draw, make, accept, endorse and negotiate cheques, pro-notes, bills of exchange, hundies and other negotiable instruments in pursuance of the objects of the Association.i)         Generally to do all such other acts, matters and things which may be necessary, incidental or conducive to the attainment of the above objects or any of them subject always to the provisions of section 15 of the Indian Trade Unions Act, 1926 in the matter of expenditure that may be involved.j)         To enlist the cooperation and patronage of the employees of the Bank. The Association will have the right of affiliation to the Federation or any other Association of pensioners as and when it is formed. 4.         ORDINARY MEMBERSHIP: -All retired Bank Employees drawing pension from State Bank of India are eligible for membership of the Association provided :   (G.K.Gandhi - Secretary)    (S.M. P. or Chhattisgarh Orb)  They are retired from any of the offices/branches of  Bhopal Circle but settled out of Madhya Pradesh or Chhattisgarh Orc)   All spouses of deceased Employees/pensioners in respect of pensioners as mentioned in clause (a) & (b) above drawing family pension from Branches of Bhopal Circle and settled in or out of M.P. or Chhattisgarh.5(A)    ADMISSION FOR MEMBERSHIP: -All applications for membership shall be made in writing in the prescribed forms by those who are eligible to become members of the Association. Such applications when received shall be placed before the Managing Committee of the Association who shall be competent to accept or reject the application without assigning any reasons whatsoever. 5(B)    CESSATION/TERMINATION OF MEMBERSHIP : -A member shall cease to be a Member on 1) his death 2) Resignation from Association and its acceptance by the Managing committee   or (3) his expulsion from membership by the Managing Committee for acting in a manner which is detrimental to the interest of the Association. 6.         MEMBERSHIP SUBSCRIPTION: A.        Members shall pay one time fee as Life Membership Fee as under : Life time Membership Fee Rs.1000/-, Admission Fee Rs.700/-, Contribution towards Legal Fund Rs.300/- and Miscellaneous Expenses Rs.100/- totaling to Rs.2100/-.The Family Pensioners shall pay Rs.500/- as one time Life Membership Fee. The Members shall also subscribe to any other fund as may be prescribed by Annual General Meeting of the Association from time to time. B.      The General Secretary can call up on the members to donate / contribute generously towards a specific cause, temporary in nature, viz. Natural calamity, Noble cause etc.  7.         MEMBERSHIP REGISTER: -A register showing the names, addresses and other details of the members shall be maintained at the office of the Association. 8. MANAGEMENT OF THE ASSOCIATION: -8(A) :  The Management of the Association will be in the hands of the Managing Committee consisting of the following: -(1) President (2) One Vice President from each Administrative Office of Bhopal Circle, (3) General Secretary (4) One Deputy General Secretary at LHO Centre (5) One Secretary at HQ Centre (6) One    Assistant Secretary from each Administrative Office of Bhopal Circle (7) One Treasurer, necessarily from the Centre wherefrom General Secretary is elected. On expiry of the term of 3 years if a new Committee is not elected for any reason, then existing Managing Committee will continue for a maximum period of 6 months subject to approval by General Body.  The existing member of the Managing Committee will be eligible for re-election but only twice, consecutively, for the same post. The committee will have authority to open account of the Association with State Bank of India or Nationalized Bank or Co-operative Bank. The Bank accounts will be operated upon by anyone- the President, Vice-President, General Secretary/Secretary HQ, Jointly with the Treasurer of the Association. NEW ADDITION (1) - No member can contest for the same post for more than two consecutive terms of three years. NEW ADDITION (2) - The Managing Committee shall be empowered to frame Rules and Regulations for uniform conduct and functioning of the Administrative Office Centres and City Level Units and amend them from time to time. 8(B) :  The Vice-President, Assistant Secretary and the Management Committee Member from the Administrative Office Centres will co-ordinate the functioning of the Association within the area of operation of an Administrative Office in order to assist them. Members at other Centres may also form City Level Unit of the Association. The City Level Units will function as an extended arm of the Association. These units will function in accordance with the Rules and Regulations framed by the Managing Committee of the Association from time to time. 9.         VACANCIES: -If any vacancy arising in Managing Committee because of any nomination for a post not forth coming, incapacitation, death, resignation or otherwise all posts other than President and General Secretary may be filled-in by co-option of a member by the Managing Committee.In the event of posts of President and General Secretary falling vacant for any reason the Vice-President, senior by age and Secretary HQ respectively will assume charge until next election. 10.       POWERS & FUNCTIONS OF THE OFFICE-BEARERS OF THE MANAGING COMMITTEE: -10(A)   PRESIDENT : The President shall attend and preside over all the meetings of the Association, preserve due order, sign all minutes and watch the general affairs of the Association. He may also represent the Association in important matters outside the field of the Association, but before making any kind of commitment, he will obtain proper mandate from the Association or Managing Committee. Maheshwari-Vice President)            Signed                                    Signed                                                Signed ## 4 ##10(B)   VICE PRESIDENT:Vice President will represent the Association before the Regional/Administrative Office/LHO Authorities. In the absence of the President, in a meeting one of the Vice Presidents, senior in age amongst those who are present, shall function as President for that meeting. 10(C) GENERAL SECRETARY: -The General Secretary shall be responsible for the proper conduct of all the business and activity of the Association according to the directives of the Managing Committee, attend to all correspondence and management of the office routine work. He shall convene all meetings of the Association and record their proceedings. He, jointly with Treasurer shall manage funds of the Association. 10 (D) SECRETARY HQ : He will assist the General Secretary in his duties and functions and also in exercising control over the functioning of the Association. 10(E)   DEPUTY GENERAL SECRETARY (LHO CENTRE):He will assist Administrative Office Centre functionaries. 10 (F) TREASURER :Treasurer shall sign all receipts for the money received. He shall get the bills and vouchers passed by President / General Secretary. He shall have power to retain with him cash up to Rs.5,000/-. He shall have power to spend jointly with General Secretary or Secretary at Head Quarters all expenditure necessary for administration under overall supervision of Managing Committee.He shall be responsible for all income & expenses of the Association. He shall maintain the books of accounts as per requirement of Law. He shall compile Statement of Receipts & Payments, Income & Expenditure Accounts as well as the Balance Sheet of the Association.He shall also be responsible for having the accounts audited by the Auditors appointed by the General Body. 11.       MANAGING COMMITTEE MEETING: -In the absence of the President at any of the meetings one of the Vice-Presidents, senior by age amongst those who are present, shall preside over the meeting and he shall exercise full powers of the President for that meeting. The quorum of the Management Committee meeting shall be equal to one-half (50%) of the total strength of the committee members. However, no quorum shall be necessary for an adjourned meeting held after 30 minutes of the schedule time.                                                                                               12.       ANNUAL GENERAL MEETING:1. The Association’s Accounting year will be the Financial Year i.e. 1St April to 31st March. 2. The Annual Meeting of all members shall be held   once in a year after signing of Balance Sheet by the Statutory Auditors. At least 3/5th members shall form quorum. If the required number of members are not present, the meeting will be adjourned. The adjourned meeting shall be held after a break of 30 minutes and no quorum shall be necessary for such adjourned meeting. 13(B) SPECIAL REQUISITIONED MEETING:A General or Special Meeting may be called after giving 15 days’ Notice to the members. At least 3/5th members shall form quorum. If the required number of members are not present, the meeting will be adjourned. The adjourned meeting shall be held after a break of 30 minutes and no quorum shall be necessary for such adjourned meeting. 14.       AMENDMENT TO THE CONSTITUTION:The General Body of the Association will have the power to amend the constitution by a Vote of at least two-third majority of the members present at General Meeting. 15.       AMALGAMATION, DISSOLUTION OR AFFILIATION OR WINDING UP OF THE ASSOCIATION:This may be done after passing a resolution to this effect by 80% of the members present at a General Meeting (provided also that the meeting in question is attended to by at least 75% of the members on the Register).                                                            16        The information, statements, returns prescribed by Section 27 and 28 of M.P. Society Registrikaran Adhiniyam, 1973 shall be submitted to the Registrar every year within the time stipulated along with prescribed fee.  (G.K. Gandhi - Secretary)    (S.M.
