Howard Binkow hosts virtual author visits to several hundred school classrooms. He is one of the authors and publisher of the award-winning Howard B. Wigglebottom series. He has a degree in communications from the University of Michigan. He is a successful entrepreneur and team builder.

The Guam Law Library: Not Just for Lawyers

Did you know that the Guam Law Library isn’t just for lawyers and judges?  This session will cover how the Guam Law Library can help students and their families, by giving them information about to how find and research Guam’s laws, both at the law library and online.


This session will also include discussion of two legal issues faced by the school law librarian: the use of images found online and copyright concerns to be considered by students and teachers, and the growing movement of parental oversight over school library materials.

Geraldine A. Cepeda

Geraldine (Geri) A. Cepeda has served as the Compiler of Laws since 2011, and is also the Executive Director/Librarian of the Guam Law Library.  She graduated from Simon Sanchez High School, and went on to receive her law degree from the William S. Richardson School of Law (University of Hawaii) and MLIS from San Jose State University (California).  Her legal work experience includes government service at the Attorney General's Office and the District Court of Guam.  She grew up in Dededo and has fond memories of visiting her school and public libraries.

Regardless of age, people enjoy learning from others through personal stories relayed orally or in writing. Stories that others can identify with serve as a compelling source for developing literacy, particularly stories of interest that tie in culture and personal experiences. Using a unique bundling effect of plush dolls and accompanying children’s books, the presenter will share the genesis of her Neni Doll Collection™ and the love story associated with this project.

Anita Borja Enriquez, D.B.A.

Anita Borja Enriquez is Senior Vice President and Provost at the University of Guam. A creative strategist, entrepreneur, and former Dean of the School of Business and Public Administration, she secured external funding to launch the Pacific Center for Economic Initiatives, the Guam Procurement Technical Assistance Center, the Guam Veterans Business Outreach Center, and the “Think. Support. Buy Local Guam” educational campaign.


She has served on multiple boards and commissions, including her current role as President of Guampedia, Pacific Basin Commissioner of the WASC Senior College and University Commission, member of Guam Museum Foundation Board of Directors, and Chair of the Guam Land Use Commission and the Guam Seashore Protection Commission.


A US SBA 2013 Women in Business Champion of the Year and head of the 2013 U.S. Senior Scholar Delegation to the Republic of China (Taiwan), she holds advance degrees in business administration, international business and marketing.

Homeland Security Investigations -HSI - is a worldwide law enforcement leader in dark net and other cyber-related criminal investigations. An overview presentation of current cybercrime trends and general safety tips for online activity.

Richard Flores

Special Agent Richard Flores is a federal criminal investigator employed with the U.S. Department of Homeland Security, Homeland Security Investigations (HSI) and is currently assigned to the Office of the Special Agent in Charge (SAC) Honolulu, Hawaii, and the Office of the Assistant Special Agent in Charge (ASAC) of Guam and the Northern Marianas Islands.

He is a 1993 graduate from George Washington High School, Mangilao, Guam and attended the Guam Community College and the University of Guam.

Special Agent Flores has over 25 years of territorial, military, and federal law enforcement experience combined. He began his law enforcement career in April 1997, with the Guam Customs and Quarantine Agency where he spent most of his time as a federally deputized U.S. Drug Enforcement Administration Task Force Officer.

Special Agent Flores is a 20-year retired Guam Air National Guard, Senior Non-Commissioned Officer, and former member of the 254th Security Forces Squadron, where he participated in military law enforcement operations during wartime contingency deployments with Operations Enduring Freedom, and Iraqi Freedom.

In 2002, Special Agent Flores began his federal law enforcement career with the Immigration and Naturalization Service (INS) as an Immigration Enforcement Agent after attending the Immigration Officer Basic Training Academy graduating with the prestigious Department of the Treasury, Federal Law Enforcement Training Center, Glynco, Georgia, “Director’s Award” for exemplifying the highest values of a Federal Law Enforcement Officer. In January 2007, Special Agent Flores was admitted to the 22-week training program of the Federal Law Enforcement Training Centers “highly acclaimed” Criminal Investigator Training Program (CITP) and the Homeland Security Investigations, Special Agent Training Course.

Special Agent Flores is an experienced criminal investigator of Narcotics and Weapons Smuggling, Cyber Crimes/Child Exploitation, Fraud, Counter-Proliferation, National Security, and international terrorism. Special Agent Flores is a 15-year veteran Firearms and Defensive Tactics Instructor and Field Maintenance Armorer. Special Agent Flores also holds a Blackbelt in Brazilian Jiujitsu under 3rd Degree Blackbelt Daniel O’Connor of the Orlando Waugh Chapter of the Carlos Machado BJJ Organization in Dallas, Texas.
